Human Resources Specialist (Employee & Labor Relations)
- Provide guidance to managers, employees, and HR on employee relations programs and issues related to performance management, leave and absences, employee discipline, grievances, appeals, reasonable accommodations, and other related areas.
- Prepares official correspondence in connection with complaints of misconduct and finalizes evidence files.
- Train supervisors and other HR employees on ER regulations, performance and conduct issues, merit system principles, and investigative techniques.
- Implements labor relations programs, provides policy guidance and advice to leadership.
- Assist with labor negotiations, consult with management to draft policies for negotiations and provides guidance on negotiating strategies.
- Provide technical advice to management and unions on specific provisions of existing negotiated agreements and assist managers in resolving disputes with union representative.
- Orally presents information to senior managers on sensitive and complex personnel matters
- Assists management in preparing disciplinary actions, fact finding reports, grievance decisions, etc.
- Devise effective approaches to resolve complex issues which lack clear solutions or precedent.
- Provide situational analysis involving sensitive, complex and/or controversial labor relations matters to determine appropriate course of action.
- Analyze grievances, appeals, and complaints to identify systemic problems and recommends solutions.
