Program Specialist DHW - Medicaid

The Division of Medicaid is announcing one opening for the position of a Program Specialist – DHW in the Bureau of Developmental Disability Services, Extended Employment Services. The position is located in our central office in Boise.  

We are seeking applicants with critical thinking skills, developed interpersonal skills, excellent written and verbal communication skills, and the ability to work tactfully as a team player. Experience working with participants and/or providers for participants with Developmental Disabilities and Extended Employment Services would be valuable. Strong analytical, organizational, and communication skills are essential.

EXAMPLE OF DUTIES:

  • Serve as a subject matter expert on provisions of Extended Employment Services
  • Provide customer service to participants, families, providers, and other stakeholders
  • Contribute to and help implement strategies to promote customer satisfaction with Extended Employment Services
  • Be familiar with and analyze current, proposed, amended, and new laws and regulations to assist program and/or rules impact
  • Complete accurate and timely analysis of processes and procedures and apply state and federal policies and regulations
  • Provide consultation to managers on policy, process, and systems issues and program impacts
  • Provide case management for Extended Employment Services across the state
  • Review and analyze information to determine participant funding needs
  • Create and implement data tracking systems to help with case management tasks and comply with timelines  
     

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Experience developing, recommending and/or evaluating policy and procedures and recommending changes. Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
  • Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.
  • Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  1. Experience interpreting, applying and explaining laws and regulations. Typically gained by at least one (1) year of work experience.
  2. Good knowledge of service delivery systems. Typically gained by at least one year of work experience in a service delivery setting, or college coursework related to service delivery systems.
