Job Summary
The agency is seeking a highly qualified candidate for the position of Youth and Young Adults Program Manager within the Division of Medical and Clinical Program Services/Chronic Disease Section.
Under the general supervision of the Team Lead, Georgia Tobacco Use Prevention Program, leads, organizes and oversees state and community-based policy, system, and environmental practices to eliminating tobacco-related disparities in Georgia.
Under broad supervision, provides technical assistance and training within a health care specialty, to community organizations/ partners in the area of tobacco prevention and control policies, and monitoring programmatic deliverables and budgets of contractors funded to address tobacco-related disparities. The position supports various chronic disease prevention groups to work collaboratively in an organized way to achieve reductions in the burden of chronic diseases in Georgia. This position also serves as the Agency’s subject matter expert for organizational, local, and state level policy strategies and evaluates programs for compliance with state and/or federal guidelines. Plans, directs, and implements a specialty program. The development and management of efficient contract initiation and execution, budget, and communication processes is a major responsibility of this program manager.
Reports directly to the Team Lead, Tobacco Use Prevention Program.
Job Responsibilities
- Ensure execution of state and community-based strategies of the CDC Tobacco Control Cooperative Agreement.
- Collaborates with state and community coalitions for program planning and identification of populations most affected by tobacco use and dependence and the harms of e-cigarettes.
- Collaborate with appropriate team members to develop collateral materials (talking points, fact sheets, presentations, etc.) for the purpose of educating partners, stakeholders and elected officials regarding policy related evidence-based best practices and Georgia specific policy proposals.
- Maintain subject matter expertise and knowledge of the most current data, trends, and best practices as it relates to all areas of tobacco control.
- Build relationships among multiple sectors of the community, such as housing, education, business, and planning.
- Educate state leaders, decision makers, and the public about the burden of tobacco use and dependence and evidence-based strategies to equitably reduce this burden.
- Collaborate with CDC-funded programs within the agency with populations affected by tobacco-related disparities.
- Build community capacity toward support of community tobacco prevention policy through the organization, growth, and maintenance of a grassroots community coalition to ensure an increase in community readiness for support of tobacco prevention legislation including city and county policies and voluntary efforts that support smoke free policies in public places.
- Monitor and assess state and federal level health related policies, with a focus on tobacco policies.
- Serve on the Asthma Control Program Environmental Workgroup, providing education and guidance to partners and other stakeholders regarding policy approaches to prevention of exposure to secondhand smoke according to CDC best practices.
- Support operationalization of goals, plans, and objectives for effective administration of the Tobacco, Policy, Systems, and Environmental Change programming, smoke-free housing, and the smoke-free indoor air complaint line.
- Works with community partners, including the tobacco-free coalitions, to create program sustainability within communities.
- Serves as the Agency’s subject matter expert for organizational, local, and state level tobacco policy strategies. As directed, represents the Section and Department in meetings with external stakeholders. Support or carry out training efforts to district and county health departments and other partners as it relates to tobacco-free environments. Create and provide training and written materials on tobacco-free environments and adopting tobacco-free policies.
- Collaborate with GTUPP staff and partners on program evaluation tools, and program evaluation.
Preferred Knowledge and Skills:
- Extensive knowledge of Center of Disease Control and Prevention Best Practices of Comprehensive Tobacco Control.
- Extensive knowledge about vaping and e-cigarette use.
- Comprehensive knowledge of federal, state, and local guidelines, regulations and laws related to tobacco policies.
- Ability to plan, organize, supervise, and coordinate the activities of others toward established goals.
- Knowledge of the initiation, development, accomplishment of public health policy and how evaluation informs program and policy directions.
- Ability to work with communities to create collaborative initiatives at the grassroots level for policy change.
- Experience developing and implementing policy, systems, and environmental change initiatives.
- Ability to communicate effectively verbally and in writing.
Minimum Qualifications:
Master's degree in a related field from an accredited college or university AND Two years of experience performing work related to area of assignment
OR
Bachelor's degree in a related field from an accredited college or university AND Five years of experience performing work related to area of assignment
OR
One year of experience at the lower level Healthcare Program Consultant 2 (HCP091) or position equivalent.
Preferred Qualifications
- Minimum of two years of experience in program planning, implementing and evaluation of public health programs.
- Three years of public health or five years of relevant experience in policy research, legislative policy or similar fields.
- Experience in evidence-based programming through consultation, technical assistance, and training.
- Experience managing coalitions.
- Experience working with tobacco cessation and prevention programs.
