JOB SUMMARY:
This position works as part of a team who coordinates and monitors HIV services statewide. This position monitors and provides fiscal technical assistance to Ryan White Part B funded HIV clinics around the state and monitors contracts with other organizations and agencies providing services to persons with HIV/AIDS. Provides quality assurance and fiscal monitoring, technical assistance and training to health districts and contracted service providers statewide.

JOB DUTIES AND RESPONSIBILITIES (OVERALL TASKS AND EXPECTATIONS OF THE POSITION):
•    Research financial histories, payments, balance sheets, as well as prior audit findings to recommend best practices
•    Assists with budget, contract, financial/performance related records monitoring and use of accepted accounting procedures, as part of a programmatic monitoring/audit team
•    Monitors, assesses and evaluates program to determine compliance with state and/or federal fiscal guidelines and determines obligations, penalties, and/or moneys owed
•    Prepares reports of findings, asset utilization, and recommended changes in operations or financial activities
•    Develops policies, procedures, protocols and guidelines for the program
•    Provides technical assistance and advice to develop, implement, and improve programs
•    Reviews and interprets state and federal fiscal regulations related to the program

MINIMUM QUALIFICAITONS:

Associate degree in a related area from an accredited college or university and three (3) years of professional job-related experience in accounting, billing and collection systems, or claims;
OR
Four (4) years of professional job-related experience in general accounting, billing, and collection systems and/or claims;
OR 
One (1) year of experience at the lower level Financial Analyst 2 (FIP061) or equivalent position.

PREFERRED QUALIFICATIONS (BASED ON THE NEEDS OF THE POSITION):

•    Experience in HIV/AIDS Ryan White Programs at state and/or local levels.
•    Experience in monitoring fiscal program performance.
•    Experience providing fiscal technical assistance.
•    Knowledge of Ryan White Programs and fiscal requirements.
•    Experience and knowledge about contracts and contract monitoring.
