Law & Policy Fellowship - State, Tribal, Local Plans & Grants Division

Duration: 52 weeks
Living Allowance: The ACE Fellow is expected to contribute ~40 hours/week and will receive a living allowance of $1,000/week to offset the costs of food and incidental expenses, dispersed bi-weekly.
Housing: Housing is not provided by ACE or NPS and is the responsibility of the ACE Fellow.
Position Description: The fellowship is located within State, Tribal, and Local, Plans and Grants (STLPG). The fellow will assist STLPG in law and policy work. This will include researching and updating various operational documents and guidance for STLPG programs and Historic Preservation Fund grants.
The fellow will assist in a variety of projects and in the development of operational documents for the Division, some for review by the Department of the Interior's Office of the Solicitor (SOL). The fellow will do legal research, as necessary, to support various projects. The fellow will be a part of the team that explains to our historic preservation partners and to the general public these implementation documents and our rationale for creating them.
As a fellow with STLPG, there will be exposure to grants application review, grant management, website development, understanding of the Federal Historic Preservation Program, working with the SOL, and direct interaction with NPS national leaders for the programs that implement Federal historic laws and policy. Interaction with other national level preservation partners also is possible.
Training: The fellow's direct supervisor, the Chief of STLPG, will provide educational opportunities for the fellow so that they understand the state and local impacts of federal preservation law and policy. Virtual training opportunities will be available, and in person travel as needed. This position may be remote.
Qualifications:
Required:
- Comfortable using technology such as Microsoft Office, databases, online meeting software, and other online research methods
- Must be able to document ability to successfully conduct legal research (successful completion of a course in legal research and writing is one way to document this)
- Must be US citizen or Permanent Resident, as required to comply with U.S. government contracts
- Willing to represent ACE and the NPS in a professional and enthusiastic manner
- Ability to be self-directed/work alone, and be a positive, contributing team member
- Willing to undergo and pass the required criminal history checks
- Ability to perform the essential duties of the position with or without reasonable accommodation

Preferred:
- Completed or in active pursuit of a legal degree at an accredited law school, graduate work in public policy, and/or the acquisition of substantially equivalent knowledge, skills, and abilities
- Understanding of the mission of the NPS and the National Historic Preservation Act
- Knowledge regarding constitutional law, property law, administrative law, and legislation
- Background in historic preservation
- Familiarity with using the United States Code
