Director, Regional Operations

Starting salary for this position is $153,600 annually or commensurate with experience.

Position Summary-
This position is responsible for managing the electric service activities to maintain the reliability and integrity of the electrical distribution system, promote safety awareness among personnel, ensure the timely restoration of service and efficiently use resources to meet the Cooperative’s Strategic Initiatives.
 
Essential Duties and Responsibilities-
  • Manage operational activities at the assigned Operations Center
  • Promote safety awareness and direct weekly safety meetings
  • Demonstrate safety leadership by supporting implementation and management of the RESAP credentialing process and ensuring best practices
  • Promote proactive and preventive safety activities by observing, analyzing, encouraging safe work behaviors and correcting unsafe conditions
  • Manage new line extensions, maintenance projects, large system improvements and road widening projects
  • Manage customer care and services to ensure adherence to board of directors directed policies and procedures
  • Develop and foster positive business relationships with home owners, business owners, governmental agencies, including city, county and state government
  • Manage member issues and escalations related to outages, billing and member services
  • Plan and direct the activities of Cooperative resources and contractors that relate to the operations, maintenance and repair of the electric distribution system
  • Provide service to new members in a timely and cost efficient manner
  • Ensure that operations is in accordance with all applicable regulations, guidelines, Cooperative policies, procedures and construction standards
  • Oversee areas of environmental concerns to ensure that the process and results are in compliance with Cooperative and governmental regulations related to distribution equipment
  • May direct the activities of employees, contractors, and Cooperative crews during emergency service restoration
  • Serve as Emergency Operation Plan designee for the Local Incident Commander
  • Review available data and solicit employee feedback to identify trends affecting system reliability
  • Develop and implement programs to ensure system reliability
  • Develop and implement techniques and processes for evaluating, maximizing efficiency and effectiveness of preventative and corrective maintenance
  • Appraise and evaluate project progress against established goals, timelines and objectives and provide direction in correcting deficiencies
  • Provide leadership and direction to achieve expected performance results in safety, quality, efficiency and member service while identifying and implementing solutions
  • Manage the daily maintenance and operation of departmental facilities and fleet
  • Participate in organizational committees
  • Review and manage storeroom related activities to ensure compliance, materials availability and efficient operation
  • Review, manage and approve invoices
  • Develop, manage and implement major emergency restoration efforts
  • Develop and implement emergency operations action plan
  • Assist with the development and evaluation of policies and procedures
  • Promote the Cooperative at business meetings, community events, legislative sessions, conferences, and seminars
  • Develop and maintain positive employee engagement
  • Be a positive role model and ethical leader
  • Meet with Board of Directors committees
  • Prepare and present status of department programs to Board of Directors Committees and the Board of Directors
  • Resolve customer complaints and answer customers' questions regarding department management policies and procedures
  • Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
  • Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
  • Implement corporate and departmental policies and procedures
  • Discuss job performance problems with employees to identify causes and issues and work to resolve problems
  • Teach and instruct employees in job duties and company policies or arrange for training to be provided
  • Evaluate employees' job performance and conformance to regulations and recommend and implement appropriate personnel action
  • Recruit, instruct and supervise subordinates
  • Interpret and communicate work procedures and company policies to staff
  • Develop and review operating procedures
  • Develop and manage department budget
  • Establish work priorities and activities
  • Recommend and implement promotions, transfers, hires and other disciplinary action
  • Establish metrics and prepare monthly reports
  • Coordinate activities with other departments
  • Maintain the security of confidential information
  • Stay abreast of advances in technology
  • Demonstrate regular and prompt attendance
  • Performs other related duties as necessary or assigned
 
Supervisory and/or Leadership Responsibilities-
A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.
 
Knowledge, Skills and Abilities-
  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting
  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
  • Knowledge of utility related activities with a focus on overhead and underground distribution
  • Extensive experience and knowledge of business, financial, and management principles and practices
  • Knowledge and experience in organizational effectiveness, talent development, operations management and corporate engagement
  • Knowledge of principles and processes for providing customer service
  • Skilled in monitoring and managing performance
  • Skilled in establishing and communicating performance expectations and metrics
  • Skilled in time management

Minimum Qualifications- (Education, Experience, Certification & Licensing)
  • Bachelor’s Degree
  • Directly related experience may substitute for education
  • Two years of electric utility experience
  • Five years of demonstrated leadership experience OR
  • Ten years of electric utility experience AND
  • Five years of demonstrated leadership experience
  • Proven leadership, interpersonal, and relationship building experience
  • Have and maintain a valid Texas driver’s license or able to obtain with 90 days.

  • Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
  • This position may be required to work more than 40 hours per week
