SCADA Systems Administrator

Position open until filled. 
Work location will be in Johnson City, TX until the Transmission Control Center is operational in Leander, TX. At that time work location will transfer to the Transmission Control Center in Leander, TX.
 
Minimum starting pay for this position is $43.35 per hour or commensurate with experience.
 
Position Summary
This position is responsible for developing, monitoring and maintaining the Supervisory Control and Data Acquisition (SCADA/EMS) System to ensure 24/7 system availability for Operators to monitor and operate the electric system in support of the Cooperative’s Strategic Initiatives.
  
Essential Duties and Responsibilities
• Support 24/7 real-time control system integrity to ensure the highest operational reliability and system availability
• Must be available to respond to emergency situations and participate in Call Out duty of SCADA system issues
• Install and test SCADA/EMS equipment
• Document all SCADA/EMS system electrical schematics for system operation
• Responsible for system programming, point checkout, database administration, graphical/one-line display work and related control design
• Respond to SCADA system operation failures or abnormalities and recommend corrective action
• Responsible for daily operation and maintenance of the SCADA/EMS System
• Communicate and coordinate with vendors and engineers
• Analyze and validate data to maintain system integrity
• Monitor conditions which could negatively impact reliability
• Maintain communication with remote terminal units and line devices
• Monitor and operate the SCADA/EMS System Perform power calculations as applied to the SCADA systems
• Improve SCADA system performance and efficiency with progressive technology
• Install, test and troubleshoot the local area networks and wide area networks
• Integrate multiple technologies, hardware and software
• Manage inventory, track maintenance and ensure vendor contract terms and conditions are met
• Develop systems with provisions for continuity of operations during disaster recovery or other emergency situations
• Install, maintain and monitor security measures
• Install, maintain, configure and ensure the integrity of computer software to include such activities as account setup, troubleshooting and test support
• Create, reset, delete and maintain user accounts in a Windows Active Directory environment
• Provide system administration of Windows workstations and servers
• Apply operating system updates, patches and configuration changes for workstations and servers
• Diagnose, troubleshoot and resolve hardware, software and system problems
• Perform backups of the SCADA/EMS system and associated systems
• Design, build, edit, verify and maintain SCADA/EMS network one-line displays
• Build, edit, verify and maintain points and databases for the SCADA system
• Perform maintenance of historical data and data retrieval utilizing the SCADA system
• Perform checkouts at substations of single point items to entire RTU installations
• Setup, verify and maintain relaying data for substations
• Troubleshoot and maintain communication systems between SCADA system host and substations and devices
• Assist SCADA operators in day to day operations and specialized switching procedures and tasks
• Develop and maintain the Load Shed program
• Assist SCADA operators with load shed activities when necessary
• Perform SCADA/EMS Failovers when needed
• Conduct and participate in safety meetings 
 • Maintain the security of confidential information
• Stay abreast of advances in technology
• Demonstrate regular and prompt attendance
• Performs other related duties as necessary or assigned.

• Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
• Knowledge of principles and processes for providing customer service
• Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting
• Knowledge of IEEE Nomenclature
• Knowledge of Substation Relaying Schemes
• Knowledge of Substation Equipment
• Knowledge of RTUs/HMIs and Comm Gear
• Knowledge of Distribution Protective Equipment
• Knowledge of NERC, Federal Energy Regulatory Commission and Electric Reliability Council of Texas
• Knowledge of electric utility construction standards and National Electric Safety Code
• Skilled in monitoring and managing performance
• Skilled in establishing and communicating performance expectations and metrics
• Skilled in time management
• Skilled in prioritizing and managing changing priorities
• Skilled in anticipating, identifying, analyzing and resolving conflict and problems
• Ability to understand database design and application development
• Ability to perform systems testing of specification requirements
• Ability to understand and use standard application development design, report and project management tools
• Ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness
• Ability to communicate effectively verbally and in writing
• Ability to listen and understand information verbally and in writing
  
Minimum Qualifications - (Education, Experience, Certification, & Licensing)
• Bachelor’s Degree in related field
• Directly related experience may substitute for education
• Two years of directly related work experience
• Valid driver’s license

• This position may be required to work more than 40 hours per week
