Budget and Finance Officer (Budget Analyst 4)

The Shorelands and Environmental Assistance (SEA) program is looking to fill a Budget and Finance Officer (Budget Analyst 4) position. This position may be located in any of the following offices: 
Headquarters Office in Lacey, WA.
Northwest Region Office (NWRO) in Shoreline, WA.
Central Region Office (CRO) in Union Gap, WA.
Eastern Region Office (ERO) in Spokane, WA.
The location is dependent on where the finalist lives. Upon hire, you must live within a commutable distance from the duty station. 
As the expert level budget and finance officer for the SEA Program which includes the Office of Chehalis Basin, you will provide budget analysis, development, and monitoring of the program's estimated $200 million capital and operating budgets, 200 full-time employees, and 285 Washington Conservation Corps (AmeriCorps) members.
In this role, you will perform independent budget research and analysis for the program, coordinate program budget projects and processes, and support the SEA Budget Manager. This position also serves as a program receivable coordinator and supports the program’s legislative activities.
We are looking for applicants who have strong analytical, problem-solving, customer service, and written and verbal communication skills, the ability to make decisions, are organized and detail-oriented, accountable, and are willing to learn. Experience using Washington State budget and accounting systems and tools is ideal.
Please Note: If the position ends up being in the Northwest Region office in Shoreline, Washington, then there will be an additional 5% premium pay that this position will receive due to this position's location in King County.  
Please Note: This is a project position that is funded until June 30, 2024. The Funding for this position has a high probability of being renewed for the next bi-annual budget.

Duties

What is unique about this position? 

The Shorelands and Environmental Assistance (SEA) program portfolio is complex and dynamic with a large budget and staff, including the conservation of 28,000 miles of marine and fresh water shorelines, the Washington Conservation Corps, flood preparedness and response, wetland mitigation and banking, providing statewide guidance for the State Environmental Policy Act, 401 Water Quality and Aquaculture permitting, coastal mapping, mitigating coastal climate hazards, Padilla Bay National Estuarine Research and Reserve, and the Office of Chehalis Basin.
 
What you will do:

  • Act and participate as the expert budget specialist in program and agency budget and finance activities.
  • Support SEA Budget Manager in the development of fiscal notes for proposed legislation.
  • Report, track, and provide projections of complex program staffing plans.
  • Independently and expertly uses statewide budget and financial management systems (Salary Projection System, allotment systems, budget reporting systems, Enterprise Reporting, Web Intelligence, etc.) and Microsoft Office products to manage, analyze, and accurately report large amounts of fiscal data that support financial management recommendations.
  • Work with SEA Budget Manager throughout the budget cycle to develop budgets, complete detailed program financial allotments, monitor and report spending and revenue, and make recommendations to support program management decisions.
  • Support SEA Budget Manager in the development of complex operating and capital budget proposals.
  • Serve as the program receivables coordinator and fiscal office liaison to ensure policies, procedures and best practices are followed.

 

Qualifications
Required Qualifications:
A total of Nine years of experience and/or education as described below: 
 
Professional level Experience in budget, finance, accounting or related field.
 
Education: from an accredited institution in business, finance, public administration, accounting, economics, or related field.

Desired Qualifications:

  • Experience performing duties in a state agency in accounting and budget. 
  • Knowledge of and experience working with automated statewide budget/allotment systems, financial reporting systems, and fiscal note system. 
  • Advanced skills in Microsoft Excel.
  • Knowledge of and experience developing and maintaining a chart of accounts.
  • Experience with estimating and analyzing revenue collections and trends.
