Temp-to-Hire Senior Contracts and Grants Specialist, Remote

General Description
Child Trends—an award-winning, nonprofit research organization headquartered in Bethesda, MD with more than 200 staff in over 28 states—is seeking a Senior Grants and Contracts Specialist for a temp-to-hire position. This is an exciting opportunity to lend your expertise to help grow a highly regarded mission-driven research organization dedicated to improving outcomes for children and families. Child Trends is projected to grow by more than 25% in 2023, after consistent growth for more than a decade. 
Under minimal supervision of the Contracts and Grants Manager, this person will assist with providing contractual and grant support to the organization. This includes developing, negotiating, and administering complex and high-risk grants and contracts, drafting contractual correspondence, and contracts and grants record keeping, filing, and database management. Role requires application and strong knowledge of federal contracting vehicles including IDIQs, GSA, BPAs, etc. and the Federal Acquisition Regulations (FAR), the OMB Uniform Guidance, and other US Health and Human Services agency-specific guidelines.
Responsibilities
  • Draft, review, negotiate and execute a wide variety of contractual documents, such as contracts, grants, subcontracts/subawards, memoranda of understanding, consulting agreements, and data sharing agreements for programs funded by federal and state agencies, direct service providers and associations, and private sponsors on a varied portfolio of cost reimbursement, fixed price, cost-plus-fixed-fee, time and materials, and labor rate. 
  • Process contract requests by reviewing for accuracy and completeness, routing and tracking internal approvals in accordance with organizational policies and procedures. 
  • Review terms and conditions proposed by customers, incorporate Company preferred contractual positions, and secure required approvals prior to execution of documents. Can negotiate changes within prescribed corporate guidelines.
  • Review of contracts and grants supporting documents (e.g., budget’s, payment schedules) to ensure the organization is meeting its contractual obligations.
  • Provides recommendation regarding subcontract award and administration in compliance with applicable laws, regulations, and contract requirements
  • Update and maintain records in compliance with contractual requirements and organizational policies and procedures including: certificates of insurance, audit reports, supporting documentation and forms.
  • Draft unique partnering or teaming arrangements, including joint ventures, consortiums, etc.
  • Schedule and participate in contracts meetings and trainings.
  • Perform additional contracts support tasks as assigned. 
Qualifications
  • Bachelor’s degree and 6 - 7 years of relevant experience required. 
  • Experience working with U.S. Health of Human Services (HHS) and Department of Education contracts is required. 
  • CFCM or CPCM preferred.
  • Experience managing FFP, CPFF, CR, T&M/LH, etc. required. 
  • Strong knowledge of the Federal Acquisition Regulations (FAR), the OMB Uniform Guidance, and other HHS agency-specific guidelines is required.
  • Familiarity with GSA schedules and IDIQ/MSA or BPA contract vehicles strongly preferred.  
  • Experience negotiating grants and contracts terms & conditions on the buy and sell side required.
  • Experience managing grants and cooperative agreements is required.
  • Experience managing subawards is preferred. 
  • Experience managing contracts in the research industry is a plus. 
  • Outstanding customer-service, problem-solving approach to working with project teams and ability to maintain effective working relationships with clients.
  • Strong organization skills, attention to detail, problem solving and trouble shooting skills (monitor, identify, analyze, research, evaluate, resolve) and the ability to handle, prioritize, and document progress and decisions on multiple tasks in a fast-paced environment. 
  • Self-starter, with the ability to work independently and collaboratively across departments. 
  • Ability to maintain effective working relationships with internal clients.
  • Microsoft Office Suite: advanced knowledge in Word, Excel, and Power Point required. Excellent verbal and written communication and negotiation skills.
