Keeping Washington Clean and Evergreen
The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Site Manager and Bay Wide Coordinator (Natural Resource Scientist 3) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As Site Manager and Bay Wide Coordinator, you will be responsible for cleaning up contaminated sites under the Model Toxics Control Act (MTCA), advocating for the best environment for the community. As part of the Land Cleanup Unit, you and your team will make key decisions on the cleanup of contaminated land, sediment, and groundwater. In this role, you will lend your scientific expertise to coordinate cleanup projects in Padilla and Fidalgo Bays in Anacortes, Washington. This role will allow you to enhance your leadership skills through continuing education, team building, and project management, blending the unique combination of technical and communication work.
Program Mission: The mission of the Toxics Cleanup Program is to protect Washington’s human health and the environment. We do this by preventing and cleaning up pollution. We also support sustainable communities and natural resources for the benefit of future and current generations. This position directly supports TCP’s strategic goal of cleaning up legacy pollution.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is required to work in the office at least one day per week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. What makes this role unique?
As Site Manager and Bay Wide Coordinator, you will encounter technical challenges while building sustainable and collaborative relationships with industry and other public agencies, ports, tribes, and environmental and citizen groups. You will use your technical, project management, and communication skills as you coordinate and manage cleanup sites in Anacortes, Washington.
What you will do:
- Direct and integrate all aspects of the cleanup, tribal issues, and stakeholders' interests, ensuring that goals are achieved.
- Use highly advanced critical thinking and analytical skills to develop and implement research and studies, and process complex scientific data thoroughly to establish the effectiveness of a cleanup remedy.
- Use data to evaluate compliance with the Model Toxics Control Act and the Sediment Management Standards, evaluate options, form accurate conclusions, make decisions, and inform other relevant stakeholders.
- Quickly and efficiently respond to stakeholders, site managers, other agencies, local governments, and the regulated community.
- Ascertain the efficacy of proposed field sampling, testing, and data gathering.
- Provide in-field oversight of ongoing cleanup construction work. Evaluate and document contractor performance related to construction plans and permits.

A Bachelor’s degree with major study in a natural science, and four years-professional research work experience in environmental analysis or control or environmental planning.
A Master’s degree with major study in a natural science, and two years-professional research work experience in environmental analysis or control or environmental planning.
A Ph.D. degree with a major study in environmental analysis or control or environmental planning.
Special Requirements/Conditions of Employment:
- Initial 40-hour hazardous materials training followed by annual 8-hour refreshers.
- Project Management training from a certified project management institute.
- Must possess and maintain a valid driver’s license.

- Working knowledge of the Model Toxics Control Act, Chapter 173-340 WAC.
- Experience with upland soil, groundwater, and surface water sampling techniques, analysis, cleanup process and remediation technologies. ECY 070-532 (Rev 6/10/2021) Working knowledge of the Sediment Management Standards, Chapter 173-204 WAC; familiarity with sediment assessment and cleanup techniques, aquatic toxicology, sediment chemistry and biology, related testing protocols (including bioassays), sediment remediation technologies and sediment regulatory programs.
- Strong negotiation and facilitation skills.
