Senior Nonpoint Grant Project Manager and TMDL Lead (Environmental Specialist 4)(In-Training)

The Water Quality program within the Department of Ecology is looking to fill a Senior Nonpoint Grant Project Manager and TMDL Lead (Environmental Specialist 4)(In-Training)  position. 

This position is located in our Headquarters Office in Lacey, WA.


Upon hire, you must live within a commutable distance from the duty station.


In this position, you will provide financial and technical assistance to local partners for nonpoint grant projects in order to protect and preserve water quality in Washington State, focusing on watersheds in the Southwest Region. This position will also develop and implement water quality improvement plans with an emphasis on increasing community involvement.
 
We are looking for applicants who possess excellent people skills, have the ability to collaborate with multiple stakeholder groups with competing interests, and are passionate about protecting streams and rivers from non-point pollution. This role will rely heavily on your communication skills, and your ability to explain complex funding guidelines and water quality concerns to a variety of audiences.

The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health. 


During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties


What makes this role unique? 
Nonpoint sources are one of the largest contributors of pollution in Washington. Nonpoint pollution can contain toxic chemicals, excess nutrients, and bacteria. The Senior Nonpoint Grant Project Manager and TMDL Lead helps reduce this pollution by providing financial assistance for grant and loan recipients in Southwest Washington. This position also will help develop water quality restoration plans for selected watersheds. You'll do this by:

What you will do: 
  • Working with a team of internal and external partners, including engineers and financial managers, to evaluate, plan, install, and maintain critical nonpoint water quality restoration projects.
  • Developing and negotiating grant and loan terms of agreement.
  • Tracking project performance against contract obligations, which includes visiting sites at critical stages to make sure they are following the grant agreements.
  • Reviewing and rating environmental nonpoint grant applications for accuracy and compliance with regulatory requirements. 
  • Helping local governments understand how to use Ecology funds to nonpoint source pollution. 
  • Developing and implementing Water Quality Improvement Plans (also knows and Total Maximum Daily Loads or TMDLs) within the Southwest Region.
  • Help stakeholders implement practices to meet water quality standards.
  • Build relationships with landowners, and help comply with water quality laws. Understand and share best management practices, and communicate the science behind these practices.




Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
This is an In-Training position. The goal class for this position is an Environmental Specialist 4 (ES4). We will consider applicants who meet the requirements for the ES4 or the ES3 levels. If the finalist meets the requirements at the ES3 level, then they will be hired as an ES3 and will be placed in a training program to become an ES4 within a specified period of time.

At the Environmental Specialist 3 (Salary Range 49: $4,013-$5,268 Monthly)

A total of Six (6) years of experience and/or education as described below:
 
  • Professional level Experience in: Environmental analysis or control or environmental planning. Experience mayinclude:
  • Providing technical environmental assistance and administrative guidance on environmental programs, projects, and grants.
  • Participating in nonpoint pollution reduction programs and permits. 
  • Reviewing and evaluating grant and loan applications. 
  • Managing grants and the implementation of environmental projects.
  • Developing, negotiating, and monitoring terms of agreements for environmental grants and projects in accordance with state and federal rules and regulations.
  • Analyzing and interpreting RCWs, WACs, internal policies, procedures, and guidance documents appropriate to environmental grants.
  • Experience translating water quality findings into reports and presentations to the public and/or small groups.

  • Education: Involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
