The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Shorelands/Wetlands/401 Water Quality Certification Specialist (Environmental Specialist 4) position. This position is located in our Central Region Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station.
In this position, as the Shoreline, Wetland, and Federal Permit Coordinator, you will get to work with cutting edge wetland science and regulatory tools, administer the Shoreline Management Act, and work in tandem with our federal partners administering Section 401 of the Clean Water Act. You will establish many meaningful partnerships with local, state, federal agencies, and many consultants that specialize in the field of environmental permitting. Program Mission: The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains. This position furthers that mission by ensuring no-net loss of wetlands in the region, promoting safe and sustainable communities by preserving water quality, flood storage, and fish and wildlife habitat functions.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is required to work in the office at least two days per week during the first six months of employment with further telework options after that period. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules.

What makes this role unique?
In this position, you will perform environmental review and provide permitting recommendations for development proposals situated near shorelines and wetlands within four counties in South Central Washington. You will be one of only two Environmental Specialists in Washington who carry the same suite of permitting responsibilities. In this role, you will work very independently, and you must be self-reliant.
What you will do:
- Provide shoreline and wetland technical assistance to local governments.
- Recommend permit decisions for development proposals.
- Analyze development project proposals and work with local governments to ensure development is consistent with state law.
- Provide training to local government land use planners.
- Participate in Ecology technical expert groups.
- Identify environmental violations and initiate enforcement actions.
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

- Professional level Experience in: Environmental analysis or control or environmental planning.
- Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field. See chart below for a list of ways to qualify for this position:

Special Requirements/Conditions of Employment:
- Must obtain and maintain a valid driver’s license.
- Willingness and ability to occasionally work in excess of 40 hours per week and travel throughout the South Central Region, and less frequently, across the state.
- The ability to obtain and maintain professional certification as a Wetland Professional In Training (WPIT) or a Professional Wetland Scientist (PWS).
