IT Application Development - Journey

The Water Quality Information Services Unit within the Department of Ecology is looking to fill two Application Developer Journey positions. These positions are located in our Headquarters Office in Lacey, WA. The Water Quality IT unit is a dedicated group of 8 developers and customer service staff that support all of the applications for the Water Quality Program. The work performed by the unit directly supports the work performed by the Water Quality Program to protect and preserve the waters of Washington State. 

In this role, you will help update the Water Quality Permit and Reporting Information System (PARIS), Water Quality’s main data management system. The permitting systems of PARIS, the associated Portal Applications, and Public PARIS allow Ecology staff, external permit holders, and stakeholders to manage, upload, edit, search, and share water quality data with staff and the public.

Please Note: These are project positions that are funded until June 20, 2024.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. These positions are not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties
What makes this role unique? 
In this role, you will work closely with business leads and in collaboration with a team of software developers to contribute to the design, development, and maintenance of Water Quality’s environmental software solutions and technical integrations with local, and federal government systems. You will use your skills as a software engineer to ensure that Water Quality’s data management systems, the authoritative environmental data within, as well as data entry and reporting tools supported by the unit, meet the needs of internal and external stakeholders.
What you'll do:
  • Work collaboratively with data owners to understand legacy system data design, data structures and business requirements.
  • Identify missing and redundant data, and leverage data modeling best practices to resolve and/or remediate.
  • Collaborate with a team of developers to break work efforts into actionable tasks.
  • As part of a team contribute to the design, development, enhancement, and maintenance of a highly-complex water quality permit system, and reporting tools.
  • Integrate with other internal software systems, and with external federal government data systems.
  • Independently gather end-user requirements from internal and external stakeholders for the purposes of designing complex information management systems, to include system architecture, business logic, and user interface design.


Qualifications

Required Qualifications:
Option 1:

Four (4) years of experience in computer application development and maintenance. Experience includes, but is not limited to, analyzing, designing, implementing, maintaining and/or programming software applications

Option 2:

An Associate’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field; OR completion of a two (2) year accredited vocational training program in IT or related program
 
AND
 
Two (2) years of experience in computer application development and maintenance. Experience includes, but is not limited to, analyzing, designing, implementing, maintaining and/or programming software applications

Option 3:

Bachelor’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field
 
AND
 
One (1) year of experience in computer application development and maintenance. Experience includes, but not limited to, analyzing, designing, implementing, maintaining and/or programming software applications.

  • A Bachelor’s degree with focus on programming, software development, or engineering.
  • Four years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/JavaScript for mobile applications. At least two of the four years of experience should be within the last 4 years.
  • Professional experience programming, maintenance and/or support work for moderate risk software applications and databases.

Note: Having some (or all) of this desired experience may make your application more competitive in a highly competitive applicant pool.
