IT Application Developer (IT Application Development - Senior/Specialist)

Keeping Washington Clean and Evergreen

The Toxics Cleanup Program within the Department of Ecology is looking to fill an IT Application Developer (IT Application Development - Senior/Specialist) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As an IT Application Developer, you will be responsible for the development, maintenance, and implementation of a Geographic Information System (GIS) Strategic Plan for the Toxics Cleanup Program (TCP). In this role, you will provide expertise in advanced geostatistical analysis, and conduct complex spatial analysis projects. In addition, you will develop custom GIS software solutions that will be relied upon by program staff, management, partner agencies, legislators, and the public to accurately identify and reflect the status of the environment at cleanup sites across Washington State.

The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and environment by preventing and cleaning up pollution, supporting sustainable communities, and protecting natural resources for the benefit of current and future generations. During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position has the opportunity to telework up to 90%. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. What makes this role unique? 
In this role, you will design, develop and implement the architecture for geospatial systems by applying design, technical programming, and problem-solving skills to develop highly complex, program-critical geospatial applications. Applying mathematical algorithms and functions to analyze environmental data, you will be assisting Department of Ecology scientists in making sound policy and health-related decisions for all the people in Washington State.
What you will do:
  • Develop and implement the Toxics Cleanup Program (TCP) GIS Strategic Plan, focusing on the expansion and continued integration of GIS technologies and methodologies into TCP’s information systems and business processes.
  • Create and maintain highly-complex geospatial and geostatistical solutions. 
  • Integrate GIS technologies into TCP and Ecology information systems.
  • Conduct code reviews of other software engineers’ projects to ensure system integration.
  • Determine the causes of geospatial information systems failure and resolve issues promptly to minimize user frustration.
  • Perform technical analysis and consulting activities on high-risk/high-impact, program-critical GIS projects.
  • Translate business requirements into user interface (UI) mock-ups and facilitate user acceptance of system design so that rework of system components is reduced for development team members.
  • Design User Interface/User Experience (UI/UX) to ensure level AA compliance with Web Content Accessibility Guidelines (WCAG) so that people with disabilities have access to and use of information.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1: Seven (7) years of experience using Esri Arc GIS technology (ArcGIS Desktop and Server, ArcGIS Online and ArcSDE products). Experience must include one (1) year of leading IT professionals or consulting as a technical lead, which may be during the experience listed above.
Experience may include some or all of the following: analyzing, designing, implementing, maintaining and/or programming information systems.
Option 2: An Associate’s degree in Computer Science, GIS Applied Science or closely related field; OR completion of a two (2) year accredited vocational training program in GIS programming, IT or related program AND five (5) years of experience as listed above.
Option 3: A Bachelor’s degree or higher in Computer Science, GIS Applied Science or closely related field AND three (3) years of experience as listed above.
*Additional combinations of education or accredited vocational training, as listed above, can substitute for all but three (3) years of experience.

Combination 5 A Bachelor's Degree or higher 3 years of experience

Desired Qualifications:

  • A Bachelor’s degree with a focus on geography/GIS, computer science, or a related field, and four years of software development experience, including project management, application architecture, C# or comparable programming experience, and database administration, preferably with two of the years' experience within the last four years.
  • Knowledge of environmental and/or science-based business areas.
  • Familiarity with commonly accepted IT industry standards and best practices.
