IT System Administration – Journey

The Information Technology Services Office (ITSO) within the Department of Ecology is looking to fill an IT Systems Administration - Journey position. This position is located in our Headquarters Office in Lacey, WA.


As a journey level administrator within the Infrastructure and Operations section of the Information Technology Services Office, you will ensure the resilience, availability and reliable operation of a large, diverse technical environment that supports a variety of IT and business systems and services. In addition, you will help support the infrastructure requirements of the entire agency across multiple sites throughout the state and including a large application development environment that includes development, testing and production operations. We are looking for applicants who have a combined background in setting expectations and can guide skilled technical staff in successfully achieving objectives while also influencing and collaborating with other technical staff and key agency stakeholders. This is a critical and demanding role that calls for an innovative, resourceful individual, as the systems and services your position supports are relied upon daily by over 1,700 employees based in 10 locations statewide.

The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology’s mission.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties


What makes this role unique? 
The Infrastructure and Operations (INO) section is focused on the planning, design, development, implementation, and maintenance of Ecology’s agency-wide technology platforms that all applications and services operate on. This section provides services to all staff in the areas of desktop technical support, Help Desk, wired and wireless networking, Regional Information Technology Services (RITS) for field site technology support, servers, storage, managed print services, and unified communications support and services.
 
In this role, you will be responsible for providing end user training and assisting users with day-to-day issues; addressing problems and questions; embracing the change control management process for future changes, releases, updates, and enhancements of the MS Dynamics 365 solution; collaborating with developers, integrators, and business partners for system enhancements and upgrades.

What you will do: 

  • Serve as the Agency's highest level technical expert on the application and use of Microsoft's Dynamics 365 platform. Provide consultation and expertise to business customers, architects and technical staff and managers in the selection of features and integration of services with Ecology applications and platforms.
  • Manage the details and processes for changes, releases, updates, and enhancements of the MS Dynamics 365 platform, including reviewing and assessing release notes, determining, and communicating change impacts, establishing test scenarios, criteria, and environments, and working closely with business and technical staff to validate and deploy changes to production.
  • Collaborate with other state agencies, including WaTech, as well as with PaaS and SaaS vendors and providers in establishing and implementing administrative processes and procedures, troubleshooting, and diagnosing platform issues, and setting, monitoring, and analyzing performance baselines.
  • Collaborate with developers, integrators, and business partners for system enhancements and upgrades.
  • Lead team members to troubleshoot and resolve Dynamics 365 issues.
  • Provide guidance for system changes and enhancements.
  • Identify continuous improvement opportunities for assigned systems and processes.
  • Create user accounts, delete accounts, create/change permissions by account; user profiles, page layouts, security in Dynamics 365.
  • Perform technical on-boarding and support activities for a variety of SaaS based services that the agency invests in.
  • Create standard operating procedures, training documentation, and consultation to team members to improve customer service.
  • Design, enhance, and develop SQL Server Reporting Services (SSRS) reports.
  • Provide end user training and assist users with day-to-day issues, problems, and questions.
 
Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1:

Five (5) years’ experience, within the last seven (7) years, in one or more of the following IT disciplines: SharePoint Administration, M365 Administration, IT consultation, systems development, systems analysis, IT project management, server management, system administration, or converged compute, networking and storage.

OR
 
Associate’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field and three (3) years of experience as listed above

OR
 
Bachelor’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field and one (1) year of experience as listed above.

Option 2:

Associate’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field and three (3) years of experience as listed above

Option 3:

Bachelor’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field andone (1) year of experience as listed above.

Special Requirements/Conditions of Employment: 

Must possess a valid driver’s license when operating a state or privately owned vehicle on official state business, and must comply with Washington State’s liability laws when operating a privately owned vehicle on official state business.


Desired Qualifications:
We highly encourage you to apply even if you do not have some (or all) of the desired experience below.

  • A Bachelor’s degree with focus on computer science, data management, or system administration. At least two of the four years of experience should be within the last 4 years. 
  • Education and knowledge of environmental sciences and supporting science based business areas.
  • Professional level experience consulting, designing, programming, maintenance and/or supporting work for moderate or large size organization.
  • Experience leading, mentoring IT professionals in team and individual capacity.
