Stormwater Environmental Scientist, JBLM, WA

We are seeking an Environmental Scientist familiar with the Clean Water Act, National Pollutant Discharge Elimination System, and stormwater laws and regulations to provide full time on-site support at Joint Base Lewis-McChord, Tacoma, WA.

RESPONSIBILITIES:
  • Conduct management plan and permit reviews and updates. 
  • Make comments and recommendations to inform the Program Manager and improve overall program compliance.
  • Serve as the primary point of contact to the Stormwater team for Data Quality Assurance/Quality Control with respect to industrial and construction monitoring and inspections. Serve as data steward for data prior to final submission to the Government or databases of record.
  • Conduct ground water threat assessments in compliance with WA State Dept of Ecology requirements for stormwater underground injection control wells in accordance with the Safe Drinking Water Act.
  • Make recommendations to bring sites into compliance for Underground Injection Controls and register approved sites for JBLM.
  • Conduct trend analysis of Multi-Sector General Permit and Municipal Separate Storm Sewer System (MS4 data).
  • Review construction Stormwater Pollution Prevention Plans and other documentation and make recommendations to the team and the Government Program Manager in a manner that improves compliance.
  • Compile information and act as primary author on reports for Project Manager to regulators, including both annual National Pollutant Discharge Elimination System (NPDES) permit reports.
  • Support inspection, sampling, and outreach program requirements, as needed.
  • Support task planning to ensure all regulatory requirements are met.
  • Review and provide recommendations regarding benchmark exceedances, control measures, corrective action planning and implementation with a goal of increased compliance and reduced compliance burden when possible.

JOB REQUIREMENTS
  • Bachelor’s Degree in environmental science or related field and a minimum of three (3) years of experience OR a  Master’s Degree with two (2) years of experience related to Stormwater Management.
  • Must be proficient in Microsoft Office, including Outlook, Word, Excel, and PowerPoint.
  • Knowledge of stormwater BMPs for construction, source control, treatment, and flow control.
  • Excellent time management skills, and the ability to work independently and meet strict government and regulatory reporting requirements.
  • Experience conducting water quality sampling and inspections and reviewing data for accuracy.
  • Ability to communicate effectively with a diverse group of people.
  • Physical ability to conduct day-long inspections and sampling walking across varying terrain and under differing weather conditions.
  • Dependable, fast, accurate, and extremely detail oriented.
  • Motivated, outgoing self-starters requested.
  • Must be able to successfully pass a federal agency background investigation.
