What you will be doing:
 
The Department of Environmental Quality, Division of Water Planning, seeks five qualified candidates to evaluate permit applications, issue new and historic permits, and assist in the evaluation of compliance for the Office of Water Supply (OWS) Groundwater and Surface Water Withdrawal Permitting Programs (GWPP & VWP). Qualified candidates will be evaluating water withdrawal applications and using this information to evaluate impacts on beneficial uses and to ensure that the withdrawal is sustainable over time. Individuals in these roles, will coordinate this evaluation process with the input of other specified regulatory and advisory agencies and the public. Work is to be completed in a timely manner and be technically and procedurally accurate to ensure the beneficial use of state water comply with state law and regulations. This includes conducting pre-application meetings, explanation of regulatory requirements associated with water withdrawals, working with permittees to resolve permit processing and monitoring issues while promoting fair and consistent application of guidance, policy and the regulations.

ENVIRONMENTAL SPECIALIST II (Water Withdrawal Permit Writer) – P4333
Richmond, Virginia
Salary Range - $51,000 - $85,000
 
Qualifications:  
 
•                     Knowledge of scientific principles related to aquatic biology, hydrogeology, wetland ecology, chemistry, groundwater and surface modeling techniques, and environmental science.
•                     Experience in the technical and legal requirements of Section 404 and 401 of the Clean Water Act and the Ground Water Management Act of 1992 and the water supply planning process.
•                     Knowledge of state environmental regulations and state statutes related to groundwater and surface water withdrawals and DEQ permitting programs. 
•                     Experience in developing and writing reports, regulations, guidance manuals, and procedures.
•                     Experience in dealing with public inquiries and communications.
•                     Experience with standard PC software for word processing and data management. 
•                     Preferred - College degree in biological science, hydrogeology, or engineering, environmental sciences or related fields
