Assistant Utility Engineer

POSITION SUMMARY
The Assistant Utility Engineer performs a variety of general and specific engineering assignments in support of the Engineering Department’s management and execution of water and wastewater capital improvements; ensures infrastructure is designed and built in accordance with quality standards and master plan objectives; supports, guides, and works collaboratively with the department’s engineering, technician, and inspections staff; advances the accuracy application of the Waterworks’ GIS; provides technical operations support for other departments as assigned.
 
The Assistant Utility Engineer interfaces frequently with the Utility Engineer, General Manager, directors and staff of other HWWS and City departments, developers, engineers, contractors, and the general public. The Assistant Utility Engineer reports to the Utility Engineer and is evaluated according to the performance of assigned and general responsibilities.
 
RESPONSIBILITIES
·     Reviews design and oversees construction of capital improvements for new development.
o   Performs plan review of water and wastewater utilities.
o   Represents the department in pre-construction meetings, periodic inspections, and progress meetings
o   Ensures closeout procedures are completed and corrective warranty work is performed
·     Performs assigned design and project management tasks for in-house capital improvement projects involv­ing conveyance and treatment systems and civil sitework.
·     Assists developers and city staff in determining service availability and defining infrastructure extension needs.
·     Collaboratively performs and supports the department’s technical and inspection staff in:
o   Generating work orders for installation or repair of taps and service lines
o   Updating infrastructure asset information to ensure a current, high degree of accuracy
o   Drafting of construction plans and standard details
o   Conducting field observation and reports of construction
o   Performing topographical surveys
o   Generating technical reports
·     Leads or assists in continual updating of HWWS’s geographic information system (GIS), improving its accuracy and expanding its application for improved organizational effectiveness and information delivery.
·     Supports infrastructure data collection and asset management through HWWS’s computerized mainte­nance management system.
·     Assists in the preparation of reports on new development and capital improvement projects.
·     Maintains, expands, and applies knowledge of current and emerging engineering industry practices, regulations, and emergency management standards.
·     Advises on technical issues potentially affecting delivery, quality, or cost of service.
·     Represents HWWS in external settings with City departmental staff, customers, engineers, and developers.
