Civil Engineering Project Manager

General Description: 
The Civil Engineering Project Manager acts on behalf of the Engineering Department to ensure that the Civil Engineering group provides consistent, high-quality, cost-effective, and timely deliverables and products for the construction of wind, solar, and energy storage facilities. Oversee, guide, and manage the work of the company’s Civil Engineering personnel and third-party consultants. If needed directly manage Civil Engineering for the project. Additionally, promote environmental stewardship and a health- and safety-focused culture within the Civil Engineering group.
Management Accountabilities
  • Manage and coordinate the efforts of Civil Engineering group
  • Supervise project assignments for the Civil Engineering group and supervise their work
  • Conduct performance evaluations of Civil Engineering personnel, aid their career development, and provide coaching as needed
  • Responsible for selection of new Civil Engineering personnel and other administrative decisions regarding Civil Engineering personnel
  • Foster contacts with consulting engineers and material suppliers
  • Evaluate consultants for maintaining qualified bidders lists
  • Serve as an interface between the Civil Engineering group and internal clients including Construction Management, Operations, Development, Environmental, Estimating, Energy Assessment, Health & Safety, Procurement, Legal, and Central Technical Department
  • Coordinate development of new civil engineering standards, guidelines, and specification
  • Coordinate update to existing standards, guidelines, and specification
  • Implement industry and company best practices consistent with the Central Technical Department initiative
  • Assist Director of Engineering in identifying civil engineering areas to reduce project CAPEX while maintaining reliable operation
  • Ensure that Civil Engineering group incorporates lessons learned and industry best practices into project design
  • Additional duties as required
Engineering and Construction Accountabilities
  • Act as a subject matter expert regarding most civil engineering activities including surveying, aerial mapping, geotechnical investigations, foundation design, civil design, and Operation and Maintenance building
  • Responsible for ensuring that the civil portion of the estimated Balance of Plant cost is optimized by providing accurate project layouts and major quantity takeoffs with constructability and operability needs reflected in order to maximize Power Purchase Agreement award potential
  • Oversee the preparation of civil engineering related documents including scope of works, exhibits, budgets, specifications, schedules, and Requests for Proposals (RFPs) to ensure consistency across all projects
  • Lead civil engineering team in execution of engineering ESAs
  • Interact closely with internal teams to ensure that project needs and objectives are met
  • Lead or participate in project meetings and conference calls
  • Ensure the production of quality civil engineering plans, studies, and specifications while ensuring compliance with department, project, company, and industry requirements and standards
  • Expedite and support consultants’ document submittals, budgets, and schedules
  • Participate in engineering, design, and construction review processes
  • Lead value-added engineering studies of alternative design approaches
  • Review civil discipline calculations and equations pertaining to foundations, roads, and geotechnical studies, and surveys
  • Interpret plans, specifications, drawings, and documents related to engineering and construction
  • Direct due-diligence reviews of projects’ civil designs by independent engineers to ensure design suitability for project financing
  • Direct and manage the work performed by civil engineering consultants including aerial survey, survey, geotechnical investigation, foundation design, public and private road design, and Operations & Maintenance building
  • Ensure that health and safety needs are incorporated into all designs
  • Coordinate with Construction Management and Project Management to resolve critical and time sensitive construction related civil issues that are directed to Civil Engineering
  • Ensure that final construction documentation (i.e., “As-Builts”) accurately reflects the installed facility and is complete for all project work
  • Maintain active involvement in all phases of work performed by Civil Engineering group
  • Maintain active involvement in all phases of work performed by Electrical Engineering group related to civil engineering design including high-voltage substation locations, generator lead lines, and medium-voltage collection systems routing
  • Provide oversight of Requests for Information on projects under construction to ensure that construction needs are met in a timely manner
  • Attend monthly project construction meetings as necessary to maintain current knowledge of project status and to provide support and direction to achieve on-time project completion
  • Coordinate development of the preliminary engineering required to support the development pipeline, including providing preliminary road layouts and takeoff for CAPEX
  • Coordinate overall site assessment including existing road evaluation, identification of potential wetlands, and proposed collection system layouts
  • Collaborate with Operations and Asset Management to ensure that project design capture operational experience and needs
  • Direct new civil design for existing facilities as needed due to weather-related issues, land owner issues, and project modifications
  • Lead investigations of civil-related issues at operational projects including root cause analysis as needed

Minimum qualifications:
  • Bachelor’s degree in Civil Engineering
  • 10+ years of design, engineering, and engineering management experience
  • Experienced in managing third party consultants work and contracts
  • Professional Engineering (PE) licensure
  • Knowledge of Microsoft Project and/or Primavera preferred
  • Financial and budgetary experience
  • Ability to lead a team and to augment team members’ professional development
  • Expert knowledge of applicable industry standards and codes including Uniform Building Code (UBC), International Building Code (IBC), American Concrete Institute (ACI), American Institute of Steel Construction (AISC), Concrete Reinforcing Steel Institute (CRSI), National Fire Protection Association, (NFPA), and American National Standards Institute (ANSI)
  • Proficient knowledge of land surveying methods and practices, aerial photography and mapping (including UTM and NAD coordinate systems), and geospatial references
  • Proficient knowledge of all applicable aspects of civil engineering discipline, including expert knowledge of at least two subject matter areas
  • Proficient knowledge of AutoCAD, GIS, and other discipline-relevant software
  • Understanding of Microsoft products and/or complementing products preferred.
  • Competency in Analytical Problem Solving, Strong Communication, Customer/Partner Relationships, and Technology Expertise preferred

Education

Preferred
Bachelors or better in Civil Engineering.
