Director of Procurement

GENERAL DESCRIPTION:
 
The Director of Procurement is responsible for all EDPR North American procurement activity, leading procurement for over 2GW of new Wind, Solar and Energy Storage utility scale project construction annually and supporting an existing fleet of more than 9GW of renewables assets. As the leader of the North American Procurement team, you are responsible for defining the strategy for BoP/EPC, Engineering, Development, Environmental, O&M, and Owner Supplied Equipment procurement, ensuring compliance with EDP Procurement policies and working to provide EDPR with a strategic advantage, through world-class procurement execution.
The Director of Procurement is responsible for all aspects of the procurement of services and materials for wind, solar and energy storage project development, design, construction, and operations including the following:

  • Development – sourcing environmental studies, met masts installations, etc.
  • Engineering – sourcing geotechnical studies, civil design, electrical design, etc
  • Construction of new wind farms – developing strategic sourcing strategy and executing more than $400 million in Balance of Plant (“BoP”) purchases, annually. The BoP procurement encompasses sourcing the engineering and design studies and the construction of all civil and electrical infrastructure of a wind, solar or energy storage facility apart from major equipment. The BoP is comprised of the following items: platforms, foundations, access roads, improvement of public roads, medium voltage network, step-up substation, interconnection switchyards, high voltage lines, etc.
  • Materials and equipment – sourcing owner supplied equipment such as cable, transmission line poles, step-up transformers, substation equipment, etc.
  • Operations & Maintenance – sourcing materials and services to maintain wind and solar assets, supporting more than 9GW of existing projects, operating under both self-perform and contracted models.

Main accountabilities:

  • Establishes and communicates the vision and strategic direction for Wind, Solar & Energy Storage BoP supply chain.
  • Accountable for the overall development and implementation of sourcing strategies and supply market intelligence related with BoP and materials.
  • Develop annual procurement plan for all managed categories of spend, in conjunction with relevant stakeholders.
  • Accountable for leading EDPR NA efforts to buy and deliver on time the best equipment and services, including using knowledge of commercial contract law to guide the development, assessment and negotiation of contractual terms and conditions.
  • Leads Process and Organization department providing daily customer service to organization, supporting SAP purchase requisition and purchase order requests, SAP troubleshooting and supplier qualification management.
  • Contributes to meet or exceed project budget constraints including delivery, capex restrictions, payment terms, liquidated damages, etc
  • Leads the preparation and presentation of contract awarding recommendations to global Executive Committee and Management Team.
  • Interact and coordinates with business units to ensure material and service suppliers meet EDPR requirements (financial, safety, technical and legal).
  • Builds, enhances, and manages the relationships with the business unit managers (Procurement, LEAN, Legal, Performance Management, Asset Management, Development, Engineering, Construction, Project Management), ensuring effective alignment of supply chain to the business strategies.
  • Builds and maintains profiles of supply market and key suppliers and contractors (includes both current and potential suppliers and contractors). Serves as EDPR NA’s primary source for BoP market competitive intelligence (US, Canada and Mexican markets). Provides information and counsel to senior management on market trends, commodity cost drivers, cost control strategies and best practice project processes.
  • Supports Business Development in market scouting, budgeting, due diligences, and deal-making.
  • Employs financial analysis and economic modeling skills to evaluate supplier proposal pricing and develops flexible contractual pricing models which accommodate inflation, currency, scope changes, and other areas of risk mitigation and cost control.
  • Creates, implements, and manages a competitive bid process for all wind, solar and energy storage services required by EDPR NA.
  •  Manages review and approval of Purchase Orders for services and materials to ensure purchasing compliance.
  • Responsible for procurement controls and audit compliance.
  • Supervises and provides continuous training for all team members.
  • Participates in Supplier Performance Management reviews
  • Additional duties as required

Direct reports: 4 + direct reports and 20 + indirect reports 
Travel:  20% or as needed  
Minimum qualifications:

  • Bachelor’s degree in Engineering, Finance, Business, Supply Chain or a related field
  • 10+ years in renewables industry leading multi-functional teams, including 8+ years in an EPC environment
  • Thorough knowledge of procurement, construction, and accounting processes, short- and long-term planning techniques, scheduling applications
  • Proficient knowledge of Microsoft Office, SAP, Excel

  • The ability to build relationships in a multi-cultural environment is essential. 
REQUIRED KNOWLEDGE: Thorough knowledge of the competitive bid process for construction, engineering, and operations services and of negotiation techniques; proficient knowledge of Microsoft Office software
