Remote Operations Control Center Support Specialist

GENERAL DESCRIPTION
The ROCC Support Specialist will be responsible for various aspects of EDPR NA’s Remote Operations Control Center operations from ensuring the ROCC’s activities are in compliance with NERC and other regulatory compliance standards, developing and maintaining ROCC tools, procedures, and processes, and supporting the day-to-day operations on the EDPR NA Remote Operation Control Center.
Main accountabilities:  
  • Acquire a thorough understanding of EDPR NA’s assets and processes
  • Provide support and guidance to EDPR NA ROCC Specialists to maximize plant availability, enhance efficiencies, and other performance metrics.
  • Develop and maintain tools used by the ROCC in the real-time monitoring and control of EDPR NA Assets.
  • Obtain ROCC Specialist Certification within no more than 9 months upon assuming the position
  • Obtain PJM certification within no more than 9 months upon obtaining ROCC certification
  • Obtain CENACE certification (if bilingual) as advised by the ROCC Manager
  • Maintain awareness of current and future NERC Compliance Standards and ISO specific requirements, coordinate ROCC compliance activities with other departments, ensure EDPR NA ROCC practices and procedures comply with NERC, ISO and other applicable regulatory standards.
  • Participate in various task forces related to RCA’s, compliance investigations, and other operational investigations
  • Serve as a liaison between ROCC Team and various internal departments on technical and compliance issues
  • Develop and maintain detailed ROCC operating procedures, guides, and work instructions for ROCC activities. Ensure the ROCC Team is trained on procedures, work instructions and new compliance procedures relevant to ROCC Operations.
  • Support EDPR NA Operational Technology Team in the maintenance and development of EDPR NA SCADA and EMS applications.
  • Support the maintenance and development of electronic logging applications used by the ROCC to record daily activities.
  • Provide guidance and support on ROCC switching activities to ensure adherence with energy isolation procedures
  • Coordinate and perform all necessary plant active and reactive power testing, for project integration and compliance purposes, as directed by ROCC Manager
  • Support ROCC Specialists in outage coordination and scheduling in order to maximize plant availability, and coordinate activities with external entities.
  • Coordinate the integration of new projects into ROCC Operations, including support of SCADA testing.
  • Ad-hoc data reporting of plant events, automatic generation control, voltage and reactive power control, and compliance events.

Minimum qualifications: 
  • Bachelor’s degree in Electrical Engineering, Business preferred, or an equivalent combination of training and experience
  • 5+ years in power system operations, power production, or related energy control center operations
  • Must be willing to obtain EDPR NA ROCC Operator certification within 9 months from the date of hire
  • Must have or be willing to obtain PJM Generator Operation Certification within no more than 6 months upon obtaining ROCC certification
  • Obtain CENACE certification (if bilingual) as advised by the ROCC Manager
  • Strong background in electrical AC theory and power flow
  • Ability to interpret electrical drawings
  • Ability to prioritize activities according to changing needs in a dynamic environment
  • Ability to interpret NERC reliability and cyber security standards
  • Ability to gather relevant data using appropriate methods and analyze that data to propose process and tools improvement
  • Ability to develop operating instructions and procedures
  • Proficiency in Microsoft Office Suite applications, SQL, Visual Basic, OSI PI, and Power BI.
  • Ability to respond to off-duty calls during emergencies
  • On rare occasions, availability and willingness to work a rotating schedule as assigned by ROCC Manager, with shifts comprising a 24-hour, seven days per week operation
