Salary:
  • Hiring Range $69,881 - $87,352
  • Full Salary Range $69,881 - $113,559

Where You Will Work:
The Cooperative Programs for the Advancement of Earth System Science (CPAESS) serves the Earth system science community in three distinct areas of service. We partner with federal agencies and businesses to hire critical scientific staff enabling a more robust workforce. Through our scientific programs we seek to edify new research with our postdoctoral programs, our visiting scientist and internship programs, along with our interagency support programs. We also help build the Earth system science community by convening and managing summer schools and institutes, conferences, and advisory committees.


What You Will Do:

  • The Budget and Award Analyst II will provide management and financial analysis of a variety of awards (cooperative agreements, grants, and contracts) supporting federally directed climate research efforts.
  • This position will manage the lifecycle of assigned awards from receipt and execution through closeout, and will advise staff involved in award activities, develop regular and ad-hoc reports, and ensure financial compliance for internal and external entities. This will require working knowledge of cooperative agreement and contract requirements and the willingness to learn and implement UCAR and other policies.
  • In light of the ongoing coronavirus (COVID-19) pandemic and limited access to UCAR facilities, this position will begin remotely, however eventual relocation to the UCAR Foothills Lab in Boulder, CO will be required.                                                                                                                                                                                                           
Responsibilities: 
Award and Financial Management

  • Manages the lifecycle for assigned CPAESS complex awards including cooperative agreements, grants, and contracts, backing up the team, and escalating issues as needed.
  • Ensures compliance with award requirements, UCAR and federal policies and OMB Uniform Guidance, generally accepted cost principles and audit requirements. Responsible for monitoring and ensuring timely deliverables during the period of performance, including ensuring compliance with appropriate policies.
  • Engages with internal and external stakeholders on a regular basis. Analyzes issues, develops action plans, escalates critical issues quickly, and communicates responsively.
  • Provides high-level budget management, oversight, and analysis of accounts. Tracks, reconciles, and forecasts expenditures. Draws upon experience and independent judgement to identify issues, and outlines recommendations using data and evidence.
  • Serves as a primary point of contact for creating ad hoc spreadsheets for reporting and budget analysis.
  • Evaluates new/potential projects under an established award for suitability and appropriateness with an evaluation of risk and completeness.

Data Management and Analysis

  • Prepares and analyzes funding, expenditure, activity and statistical reports of the CPAESS portfolio on a regular and ad hoc basis for the Business Manager and CAPESS Leadership. Performs extensive compilation of budget data including data analysis and trend and statistical analysis. Creates and maintains financial statistics including visual charts and graphs.
  • Responsible for monthly, quarterly, and year-end statistics and trends. Maintains statistics and metrics and ensures that consistent and accurate data are used. Leads the development and implementation of new procedures when a need exists for tracking additional data.
  • Supports the development of long range and annual operating budgets, including regular Modified Total Direct Cost (MTDC) estimates, for CPAESS leadership, and provides oversight of budget allocation and cost control. Enters and maintains data in the UCAR forecasting, analysis and budgeting tools.

Proposals:

  • Provides support to the CPAESS proposal development lead for all proposals ranging from annual renewal grants to multi-million dollar cooperative agreements. Stays up-to-date on changing sponsor requirements.
  • Collaborates with the sponsors in pre-award activities such as budget development and budget narrative and ensures compliance with other sponsors' and UCAR policies.


What You Will Need:


Education and Years of Experience
REQUIRED

  • Bachelor’s Degree in a relevant academic discipline and at least five years of relevant administrative experience, or a Master’s Degree plus 3 years of relevant experience, preferably in a research institute, university, or federal agency; or an equivalent combination of education and experience; and experience that qualifies the individual to perform the duties as described. 
Knowledge/Skills/Abilities
REQUIRED

  • Advanced skill in financial analysis, cost control, and the use of spreadsheet applications to develop and present status reports, trend analysis, and metrics using graphs/charts.
  • Demonstrated knowledge and experience developing budgets, and tracking and forecasting information over time and against requirements.
  • Proven ability to translate complex information into easily understood language.
  • Ability to coordinate multiple projects simultaneously, meet fixed deadlines and work independently and part of a team.
  • Excellent interpersonal skills and the ability to communicate effectively, both orally and in writing.
  • Sensitivity and discretion in handling confidential information.
  • Ability to identify information sources for solving problems and anticipate organizational problems before they arise and respond appropriately.
  • Experience understanding terms and conditions of contractual documents.
  • Demonstrated ability to think critically and identify opportunities for process improvement.

DESIRED, BUT NOT REQUIRED

  • Working knowledge of the Request for Proposal (RFP) and Proposal development processes.
  • Working knowledge of Federal Agency proposals and awards software systems.
