What you will be doing: The Department of Environmental Quality’s, Office of Clean Water Financing and Assistance Programs (CWFAP) seeks a qualified candidate to provide oversight and serve as a project officer for the CWFAP, including the Virginia Clean Water Revolving Loan Fund (VCWRLF), Stormwater Local Assistance Fund and the Water Quality Improvement Fund. This position will work directly with stakeholders to provide technical guidance, perform compliance reviews, and process reimbursement/disbursement requests. The successful candidate should possess knowledge of wastewater treatment/stormwater treatment technologies and construction management principles; demonstrated experience in contract/grant negotiations, project and budget management and administration, and teamwork principles; demonstrated ability to plan, schedule, and manage program area functions; knowledge of environmental programs, laws and regulations, especially related to water quality; and possess excellent interpersonal, verbal, and written communication skills in a complex and technical environment.
 
Qualifications: 
 
  • Project management and budget experience in engineering and construction
  • Knowledge or experience with wastewater/stormwater treatment principles and technology
  • Strong interpersonal skillset
  • Demonstrated experience working in a team environment
  • Technical writing and MS Office Suite experience
  • Working knowledge of wastewater treatment systems is preferred
  • Experience with federal/state environmental programs related to water quality and loan/grant programs is preferred

Qualifications preferred but not required: Degree from an accredited college or university in environmental engineering, natural and/or physical science or a combination of education, experience, and training.
