What you will be doing: The Virginia Department of Environmental Quality, Northern Regional Office, seeks a qualified individual to complete compliance inspections of Erosion and Sediment Control, Virginia Stormwater Management Construction General Permit, and VWP Permits in accordance with applicable regulations, agency inspection strategies, policies and procedures. Implements informal enforcement actions and makes recommendations for formal enforcement actions. Ensures all plans for nonexempt land-disturbing activities are designed in accordance with agency regulations and sound environmental principles as covered by the General VPDES Permit for Discharges of Stormwater from Construction Activities (Construction General Permit) under the NPDES program of the federal Clean Water Act. Serves as the lead agency contact for assigned localities relative to Virginia Erosion and Sediment Control Program (VESCP) local program reviews for compliance with the Erosion & Sediment Control (ESC) Law and regulations.  Serves as lead and primary point of contact for assigned localities for the implementation of the Virginia Stormwater Management Program (VSMP).  Provides regulatory and technical assistance to local, state and federal agencies, the permitted community, and the public. Serves on ad hoc technical, regulatory, and advisory committees.
 
Qualifications: Knowledge of erosion control and stormwater engineering principles and practices gained through education and/or work experience. Knowledge of state and federal laws and regulations pertaining to erosion and sediment controls and stormwater management; knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management). Ability to communicate and negotiate effectively, both verbally and in writing. Ability to work effectively with little direct supervision. Ability to work well with diverse groups of people. DEQ certification as ESC and Stormwater (Dual Program) Combined Administrator is preferred or must be obtained within 12 months of employment in the position. Valid driver’s license required. Experience in field investigation, and developing and writing technical reports to document observations and findings.

Qualifications preferred but not required: Graduation from an accredited college or university with major course work in environmental science or engineering or biological or physical science discipline containing hydraulic or soils’ principles or in another technical field relating to land development or related field, or ecology, biology, site design, soils, hydrology, environmental law or a combination of education, experience and training. Experience in working with local governments, design engineers, consultants, water compliance inspections or land development industry professionals.
