Enterprise Portfolio Manager (IT Project Management - Senior/Specialist)

The Information Technology Services Office (ITSO) within the Department of Ecology is looking to fill an Enterprise Portfolio Manager (IT Project Management - Senior/Specialist) position. This position is located in our Headquarters Office in Lacey, WA.
 
The Enterprise Portfolio Manager position is the expert-level staff member responsible for the implementation and running of an Information Technology Portfolio Management (ITPM) Program which is used to manage and guide agency IT investments. This position is primarily responsible for independently developing, implementing, and running an enterprise-wide ITPM strategy. 
 
We are looking for applicants who possess extensive IT Project Management and Project Portfolio Management knowledge and experience. You will bring excellent people, negotiation and communications skills.
 
Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission. The ITSO Enterprise Portfolio Management & Architecture Section provides expert-level consulting and leadership in the areas of enterprise portfolio and project management, business analysis and IT architectural services.

Duties


What makes this role unique? 
This is an exciting opportunity to help the Agency run and mature our ITPM program to include strategic visioning and program development. You will work closely with the IT Leadership Team, Office of Chief Information Officer (OCIO), Executive Leadership Team, and the IT Business Advisory Team to lead a disciplined approach to manage the Agency's portfolio of IT investments. There may be some limited after hours work required during legislative session. You will work with senior IT Project Managers and Business Analysts in a highly collaborative and collegial work environment.

What you will do: 

  • Lead the IT Project Proposal and Prioritization Process. 
  • Coordinate with OCIO on all state-wide ITPM initiatives.
  • Mentor agency Project Managers in Portfolio Management.
  • Provide leadership and management of the Agency's portfolio of over 220 custom-built applications as well as Commercial Off The Shelf (COTS) and IT infrastructure investments.
  • Facilitate ITSO-wide resource capacity planning and management efforts.
  • Continue to grow and mature the agency IT Portfolio Management (ITPM) Program.
  • Provide a continual strategic view of unexpected project requests (e.g., executive or legislative), and work to mitigate impacts to the portfolio.

Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1:
Eight (8) years (full-time equivalent) of professional experience in project portfolio management or project management of large-scale Information Technology (IT) projects and/or major Agency-wide IT systems. Experience must include one (1) year of leading IT professionals or consulting as a technical lead, and can be obtained concurrently to other professional experience listed above.

Option 2:
An Associate’s degree in Computer Science, IT or a closely related field AND 
Six (6) years (full-time equivalent) of professional experience in project portfolio management or project management of large-scale IT projects and/or major Agency-wide IT systems. Experience must include one (1) year of leading IT professionals or consulting as a technical lead, and can be obtained concurrently to other professional experience listed above.

Option 3: 
A Bachelor’s degree in Computer Science, IT or a closely related field  AND 
Four (4) years (full-time equivalent) of professional experience in project portfolio management, or project management of large-scale IT projects and/or major Agency-wide IT systems. Experience must include one (1) year of leading IT professionals or consulting as a technical lead, and can be obtained concurrently to other professional experience listed above.

 Note:
* Additional Education or accredited vocational training in Computer Science, IT or closely related field can substitute year for year for experience provided there is at least three (3) years of professional experience.
* Project Management Professional (PMP) certification can substitute for up to two (2) years of required experience provided there is at least three (3) years of professional experience.

Desired Qualifications:

  • A Bachelor's degree with a focus on computer science, project management or related field.
  • Four years of portfolio management experience managing a large multi-program/division enterprise portfolio.
  • Certification as a Portfolio Management Professional (PfMP) or Project Management Professional (PMP) through the Project Management Institute (PMI).
  • Information Technology Infrastructure Library (ITIL) Foundation Certification.

Note: Having some (or all) of this desired experience may make your application more competitive in a highly competitive applicant pool.
