Provider Engagement Manager, Center for Health Equity and Community Wellness

Provider Engagement Manager, Office of the Deputy Commissioner Overview: The New York City Department of Health and Mental Hygiene (NYDOHMH) is a world-renowned agency with a long tradition of protecting and promoting health in the nation's most culturally and linguistically diverse city. The Center for Health Equity & Community Wellness (CHECW) aims to eliminate racial inequities resulting in premature mortality, with a focus on chronic disease, by addressing the social and environmental factors that impact health. CHECW works to increase placed-based investments in priority neighborhoods with community programming and services based on epidemiology; influence and leverage the health system to promote whole-person care; intensify the agency's approach to tackling big salt, sugar, and tobacco; and finding innovative ways to improve the built environment and address other social determinants of health.  CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration, and Services. NYCDOHMH seeks to create healthier neighborhoods by providing New Yorkers the information and resources they need to live healthy lives and work to remove health inequities between New York City neighborhoods that are the result of structural racism such as segregation and disinvestment and social capital. Through the COVID-19 response, CHECW has bolstered its outreach to health care providers in both messaging and direct engagement.
Reporting into the Office of the Deputy Commissioner and Chief Medical Officer, the Provider Engagement Manager will:
--Support development and implementation of strategies for leveraging a comprehensive Provider Data Warehouse to contain master record of NYC healthcare providers based on merging data from multiple agency sources/databases in order to better engage and communicate with providers. Health care providers are critical to supporting COVID-19 vaccinations, myth busting, prevention, and treatment.
--In partnership with the Provider Informatics Manager, the Provider Engagement Manager will support creation and use of a centralized provider data warehouse with provider information across provider type, location, demographics, specialty, etc.
The Provider Engagement Manager will work to improve provider communication and outreach.
Research, develop, implement, and strategize for enhanced engagement with diverse health care providers across New York City, including primary care clinicians, specialty care clinicians, and healers (acupuncture, naturopathy, etc.).
Research and define success criteria and key performance indicators (KPIs; e.g., open rates, click-through rates) for ad-hoc communications and planned campaigns.
Recommend and test communication strategies to increase provider engagement.
Research and develop a thorough understanding of the provider population, across various strata including provider specialties and populations served.
Coordinate across both COVID-19 emergency response units (including Provider Communications and the Health Systems Support Branch) as well as other NYC DOHMH divisions and units to collaborate on conduct a landscape review of provider engagement mechanisms and develop use cases for a master record database Partner with Agency External Affairs on framing and messaging strategies for providers leveraging the master database; strategies may leverage email, social media, or other dissemination mechanisms.

Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills
Master's degree in a related area (MPH, MSW, MSc, etc.) Experience with stakeholder engagement and project management. Excellent communication (verbal & written) and interpersonal skills. Understanding of communication theory and equity frameworks preferred. Strong analytical skills and ability to manage and report complex information. Experience working with clinical or health care stakeholders. Experience with communications and external affairs. Ability to understand the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities, along with a demonstrated commitment to supporting communities who have experienced systemic oppression and bias (e.g. people of color, LGBTQ+ people, immigrants, justice involved persons, etc.) Clinical background a plus but not required
Have a demonstrated commitment to supporting communities who have experienced systemic oppression and bias (e.g. people of color, LGBTQ+ people, immigrants, justice involved persons, etc.) Desire to grow professionally, develop new skills and willingness to work outside of comfort zone. Experience working with the public health sector and coordinating projects involving multiple stakeholders. Ability to prioritize and work in fast-paced environment with hard deadlines. Fluency in Microsoft Word, Excel, Outlook, and PowerPoint. Experience with Salesforce platforms may be preferred

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
