Washington County Public Health Division within the Department of Health and Human Services is hiring a Communicable Disease Senior Program Coordinator!
The Communicable Disease Senior Program Coordinator coordinates, evaluates, and administers work to prevention and control communicable disease including tuberculosis (CD/TB) and other blood-borne pathogens. In this role, you will perform the following primary duties:
  • Coordinate and monitor CD/TB program requirements to assure compliance with statutes, guidelines, budget parameters, and grant or funding requirements; 
  • Assess program area service provision needs and systems on a county, department, or division-wide basis; 
  • Analyze information on service utilization, referral systems, community needs, service evaluations; 
  • Identify needed service additions and modifications in coordination with the nursing technical lead and CD/TB teams. 
  • In coordination with the nursing technical lead, plan methods of providing services to meet identified needs related to grant/state funded programs along with internal, regional and external stakeholders and advise stakeholders in the formulation of objectives, methods, and budgets. This is done through attending regional CD/TB meetings and conducting coordination meetings to discuss status of work plans deliverables. The actual deliverable implementation may be delegated to other staff or be the responsibility of this position. 
  • Negotiate and monitor CD/TB contracts with agencies to provide services; define budgetary parameters, scope of work, deliverables, and schedules; evaluate agency eligibility; monitor compliance with contract agreements; monitor case recording, accounting, and administrative procedures; review contract expenditures and approves payments. This work excludes clinical service delivery which is under the preview of the Nursing Supervisor. The nursing technical lead will lead providing technical assistance on clinical delivery systems and methods and serve as a lead for decision-making on these elements. 
  • Work with the local and regional CD/TB Team and Epidemiology technical lead to design and develop plans and report on implementation of quality assurance; review program audits; and perform site visits within assigned program areas including collecting reports from CD/TB staff and nursing technical lead on work being implemented in their focus areas.

The ideal candidate has background in public health; communicable/infectious disease; TB; chronic disease; healthcare; health education; local public health; other public administration; and/or health-related work. Experience in the Public Health COVID-19 response is a plus.

Education and Experience:
A typical way to obtain the knowledge and abilities would be:
  • A Master's Degree in Public Health, Public or Health Administration, or related health or science fields; AND
  • Three (3) years of increasingly responsible work experience in program administration, coordination, development, and/or planning; OR
  • A Bachelor's Degree in Public Health, Public Administration, or related health or science fields; AND
  • Five (5) years of increasingly responsible work experience in program administration, coordination, development, and/or planning; OR
  • Nine (9) years of increasingly responsible work experience in program administration, coordination, development, and/or planning.

Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.

Department of Motor Vehicle Records (DMV) Requirement:
Driving a motorized vehicle is an essential function of this position. Successful applicants must possess a valid driver's license and an acceptable driving record.
