DESCRIPTION:
The Idaho Department of Lands (IDL) has an opening for a Lands Resource Supervisor position located in our Southwest Supervisory Area Office in Boise, Idaho.

EXAMPLE OF DUTIES:
Responsibilities:
Supervise three (3) permanent Land Resource Specialists at the Southwest Area office. This position is further responsible for programmatic oversight of Lands & Waterways Division program activities administered by the Southwest Area Office. 
General responsibilities/expectations include:
Safety. Provide for safety first in all activities. Set high expectations for safety, establish a culture of safety, and provide training in safety.
Plan. Recommend Area goals and objectives for the Lands and Waterways Division programs based on the agency's missions, program targets, and strategic plan components. Identify opportunities, submit project proposals, and anticipate obstacles in completing the Department's missions in these programs.
Organize. Identify and acquire needed resources for project completion by recommending budgets and staffing levels. 
Implement. Establish project priorities and scheduling, and direct individual work activities to meet Area program targets. Ensure alignment between work activities and program goals and objectives.
Communicate. Ensure a clear understanding of supervisor and program expectations. Seek constant feedback on performance. Keep supervisors, coworkers, and customers informed of Departmental activities, initiatives, and issues.
MINIMUM QUALIFICATIONS:

Experience in:
  • Preparing and administering contracts including implementation and evaluation of contracts as well as field inspection, compliance and reporting requirements
  • Interpreting public land survey legal descriptions, aerial imagery and topographic and property ownership maps
  • Using Geographic Information System (GIS) principles and data models
  • Managing projects including developing and evaluating projects, preparing reports and making recommendations
  • Making oral presentations and providing technical assistance and program information to management, clients or public groups
  • Performing financial analyses to determine cost/benefit of project proposals
  • Interpreting and applying state and federal laws, rules and regulations related to natural resource management activities
  • Writing technical reports
Good knowledge of:
  • Effective supervisory practices
  • Conflict resolution methods
Other:
  • Possession of a valid driver's license
Lands & Waterways -Specialty Minimum Qualifications:
  • Range Management: Knowledge of range management principles and planning
  • Minerals Management: Knowledge of best management practices for mining and mined land reclamation
  • Public Trust Management: 
  • Experience managing and regulating activities on public trust land
  • Knowledge of:
  • Land use planning and zoning
  • Public hearing processes
SUPPLEMENTAL INFORMATION:
  • This position requires periodic travel to meetings, training, and/or workshops
  • Arduous work, outside in extreme conditions at times
Desired Qualifications:
 Some knowledge of:
  • Navigable waters regulation or management
  • Operation and reclamation of large open pit mines
  • Property appraisal methods
  • Preparing lease terms and conditions
  • Using lease administration that includes implementation and evaluation of contracts as well as field inspection, compliance, and reporting requirements

 Overtime/Vacation Accrual/FLSA: 
 The Fair Labor Standards Act (FLSA) code for this position is Administrative (A). Based on the FLSA code for this position compensatory time will accrue at a rate of 1:1. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/statutes-rules-and-policies/  (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked. Payment will be made on the regular pay date corresponding to the pay period in which the overtime work occurred.)

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
 
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
