Pipeline Safety Engineer/Sr

Primary Job Duties and Responsibilities (Essential Job Function)

This position takes a lead role in the development, maintenance and operation of the integrity management program and of company operation and maintenance procedures and standards. This position provides guidance and recommendations to engineering, field teams, gas control and management to assure compliance with federal pipeline safety regulations, and to assure that the pipeline is operated in a safe manner. This position serves as a company representative in Department of Transportation Pipeline and Hazardous Materials Safety Administration inspections of facilities, procedures and records, and responds to resolve any enforcement actions.


Typical Duties

Coordinates, manages or conducts many aspects of the integrity management program, including high consequence area identification, threat assessment, risk assessment, preventive and mitigative measures, performance measurement, quality assurance, and reporting. Stays abreast of scientific, technical and regulatory developments with integrity management, provides technical input and helps coordinate the development, implementation, planning and ongoing maintenance associated with the integrity management program.

Acts as a liaison between operations and pipeline safety agencies to provide information, answer questions, and facilitate issue resolution. Coordinates and participates in Pipeline and Hazardous Materials Safety Administration inspections scheduled by Pipeline and Hazardous Materials Safety Administration. Coordinates or conducts internal pipeline safety audits (travel to company locations for audits and other activities requires up to 25 percent of time).

Provides technical input on pipeline safety regulations to engineering, field operations, gas control, and other departments by interpreting rules, codes, and standards. Approves written procedures for strength tests, determines and documents maximum allowable operating pressures (MAOP). Conducts population proximity and location analysis to determine class location and high consequence areas. Completes class location studies to determine appropriate action related to location changes. Provides specific training related to pipeline safety compliance. Coaches and mentors employees on technical development, assignments and projects. Participates on the company emergency response management team during any pipeline emergency. Reviews and reports incidents and safety related conditions to the Department of Transportation. Completes annual reporting to the Department of Transportation.

Provides pipeline safety expertise as needed and participates in the development and revision of programs, systems, company operating procedures and/or engineering standards to assure compliance with federal pipeline safety regulations and the safe operation of the pipeline. Reviews and assesses the impact of Department of Transportation-issued regulations, advisory bulletins and proposed regulations, and coordinates responses from appropriate personnel.

Researches, evaluates, and/or identifies new and alternative technologies to promote safe, reliable and efficient pipeline operations.

Stays current with industry developments, reviews, and/or conducts research for industry-sponsored standards or codes development committees. Evaluates and/or develops proposals to ensure/enhance pipeline integrity.

Performs any additional responsibilities as assigned or requested.



 




Qualifications - External



A bachelor's degree in engineering or related field.

Seven years of successful industry experience as a practicing engineer with professional engineering certification or advanced degree; or eight years of successful industry experience as a practicing engineer.

Knowledge of engineering principles and practices for analysis (pipeline/compression theory).

Ability to prepare clear, concise and complete written reports.

Broad knowledge of company functions (regulatory, financial, marketing, operations, gas control, etc.)

Working knowledge of natural gas transportation pipeline safety regulations contained in 49 CFR parts 190, 191, 192, and 199 and some knowledge of environmental protection, personnel safety Occupational Safety and Health Administration and Federal Energy Regulatory Commission regulations.

Effective analytical, problem-solving and decision-making skills with ability to recognize, analyze and recommend alternative solutions to problems and issues.

Proficient computer skills with various software applications (Microsoft Excel, Word, Outlook, and PowerPoint preferred) and aptitude necessary to operate software related to work requirements.

Effective oral and written communication and presentation skills.

Ability to prioritize and handle multiple tasks and projects concurrently.
