Program Administrator, Colorectal Cancer (CRC) Screening Program

The Hutchinson Institute for Cancer Outcomes Research (HICOR) is a multi-disciplinary research institute whose mission is to reduce the human and economic burden of cancer. HICOR faculty conduct research in comparative effectiveness, cost-effectiveness, quality of care, health care delivery, health outcomes, and health policy, with an eye toward supporting public and private decision making to maximize health value under resource constraints.
 
HICOR is looking for a Program Administrator who will work in partnership with the University of Washington (UW) Medicine Population Health Colorectal Cancer (CRC) Screening Program.
 
Led by Dr. Rachel Issaka, the CRC Screening Program aims to decrease CRC-related mortality and racial/ethnic and low-income outcomes disparities across UW Medicine through early detection. The Program Administrator for Colorectal Cancer Screening will work in close partnership with UW Medicine Primary Care and Population Health to provide management for the successful operations of CRC screening and early detection initiatives.


Responsibilities

Under general supervision, the Program Administrator works independently in managing the program, soliciting direction or assistance from the Principal Investigator as required. Duties include but are not limited to implementation of the CRC screening program including mailed fecal immunochemical test (FIT) outreach, management of the program’s operations and finance, evaluation of program’s performance, advocating for the program’s services and aligning activities with UW Medicine Primary Care and Population Health.
 
The Program Administrator will also participate in strategic planning for the program and work directly with the Program Director/Principal Investigator. This position requires independence and innovation as well as analytical skill, clear oral and written communication, and high professional standards. The Program Administrator may also provide project support to research projects related to improving CRC outcomes, including developing project ideas, assisting with grant applications, providing regulatory support and other project-related duties as required.
 
The Program Administrator may perform some or all of the following responsibilities:
  • Work closely with the Principal Investigator(s) and UW Medicine Primary Care and Population Health team to develop and implement effective protocols for CRC screening program initiatives, including identifying the eligible population, data collection, data entry, data transfer, and ensuring quality control throughout
  • In conjunction with the Principal Investigator(s), direct and oversee program activities and set program goals
  • Ensure that the program complies with established regulations such as IRB regulations, grant and contract regulations, and Center/UW Medicine policies and procedures
  • Develop and monitor program budget, ensuring the appropriate allocation of funds in all studies or projects according to grant/contract requirements
  • Serve as a program liaison, outreach to UW Medicine medical directors and primary care providers to advocate for the program’s services and provide updates as appropriate
  • Monitor program resources such as space, equipment, and personnel, ensuring that current program resource needs are met and future program resource needs are anticipated
  • Prepare, present, and submit progress reports on project’s performance to all levels within UW Medicine and Fred Hutchinson Cancer Research Center, including executives
  • Develop and implement program administrative policies, ensuring consistency in operating procedures across studies or projects
  • Contribute to data analysis and manuscripts resulting from the program’s findings
  • Work with the research team to develop appropriate interventions for identified disparities or barriers to CRC screening. Provide support on research projects related to improving CRC outcomes.
  • Maintain ongoing communication with Principal Investigator(s) on program operation, soliciting direction or assistance as required
  • Perform other responsibilities as required


Qualifications

Minimum qualifications:
  • Requires BA/BS in related field
  • Minimum of 4+ years of related program or project management experience
  • Prior experience implementing new administrative systems
  • Demonstrated ability to manage complex activities in a research and/or healthcare setting
  • Excellent critical thinking and problem-solving skills, resourcefulness, and a results-oriented approach to solving problems
  • Demonstrated ability to analyze and evaluate the quality, accuracy and reliability of qualitative and quantitative information
  • Excellent communication and interpersonal skills, including the ability to listen carefully, think strategically, ask critical questions diplomatically and use discretion with the ability to develop and deliver communications to individuals at all levels
  • Demonstrated ability to coordinate several complex projects simultaneously and meet deadlines
  • Ability to perform technical writing and work independently
  • Expert skill with the Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), Adobe Acrobat, and other relevant software; experience or training to independently manage computer-based data and coordinate projects

Preferred qualifications:
  • Master’s degree in a related field
  • Experience working in academic health systems
  • Experience with or working knowledge of CRC screening programs
  • Experience in qualitative evaluation and research methods
  • Demonstrated skill in research administration
  • Fluency with written and spoken Spanish, Chinese, Amharic or other common languages in Seattle, WA
