Program Manager- Contingent

We are currently seeking an experienced Program Manager for a project involving the identification of CBRN threats, identification, and evaluation of equipment required to detect and track the threat and deployment of equipment. The project will require knowledge of and close coordination with domestic and foreign Government security and police agencies, and commercial detection equipment vendors. Candidates for this position must be a US citizen residing within the US.

Program Manager- Contingent Responsibilities:
Working and partnering with the client organization, provide leadership and vision for safe and cost-effective execution of this CBRN deterrence program.
  • Develop and maintain strong working relationships with client representatives and key decision-makers and achieve client satisfaction in all areas of performance
  • Grow the business through the development of a strong network of business partnerships
  • Develop community relationships through outreach
  • Ensure proper execution of the project including planning, scheduling, procurement, project controls, and financial performance, and compliance with company procedures
  • In conjunction with the project managers develop, plan, and execute business goals and objectives which support the project team, financial milestones, and the client objectives
  • Responsible for the implementation of safety and quality programs by all project staff
  • Assure business practices align with Contract terms
  • Coordinate with all service leads, HR, Finance, Contracts, Procurement, in managing the detailed aspects of the project

Program Manager- Contingent Required Qualifications:
  • BS or BA degree with 12-15 years of relevant work experience OR 18-20 years of experience in lieu of a degree
  • ≥15 years’ experience in a senior leadership role for government programs with total revenue of >$100M/year, 100-200 personnel, and 2-8 concurrent task orders
  • Management of multiple simultaneous international evaluation and deployment tasks
  • Expertise in project planning and implementation, configuration management, risk management, and staffing and management of human resources
  • ≥15 years’ experience coordinating and integrating diverse stakeholders including government agencies and programs, national laboratories, contractors, and foreign officials
  • Demonstrated experience managing task orders under an IDIQ contract structure
  • Demonstrated experience in program planning and prioritization
  • Demonstrated experience effectively leading and coordinating multiple teams
  • Demonstrated experience responding to sudden changes in program funding and priorities
  • Demonstrated ability to provide clear written and oral briefings including the ability to adapt content for specific audiences
  • Experience with international law enforcement and security organizations
  • Experience with the development or use of radiation detection devices
  • Previous experience deploying equipment and services in an international environment

Program Manager- Contingent Preferred Qualifications:
  • Advanced Degree in an engineering or related technical field 
  • Professional Project Manager certification 
  • Federal Acquisition Regulations knowledge 
  • Experience with development or use of weaponized chemical and/or biological detection devices
