The Human Resources Office within the Department of Ecology is looking to fill a Management Analyst 4 position. This position is located in our Headquarters Office in Lacey, WA.

This is an exciting opportunity for a senior-level management analyst who is passionate about using data to inform and influence agency decisions and wants to leverage their analytical talent to help solve workforce-planning challenges.
 
In this position, you will either gain experience, or enhance your experience as an intranet/ web designer. You will be HR’s SharePoint Site Collection Administrator developing and maintaining internal and external HR SharePoint sites/pages and will manage the configuration and overall design of HR’s intranet content in a SharePoint environment. 

We are looking for an organized, detail oriented, creative problem solver who works well in a collaborative, responsive, and fast-paced environment. Our human resources team supports agency leadership and directs human resource technology and data, recruitment & selection, labor relations, employee development, performance and organizational management, diversity, and classification and compensation.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. Ecology is following current state guidance regarding building occupancy, mask requirements, health screening questions before entry, and social distancing. This position can telework with flexible schedule options.

Duties


What makes this role unique? 
In this role, you will work closely with the agency HR Director and the Executive Leadership Team developing both short and long term workforce development resources and will play a key role in the agency’s use of strategic workforce development and management tools such as the Employer of Choice survey, succession planning data, Training Compliance, DEI Dashboard, and HR Performance Measure data for the agency strategic plan. This position is highly visible and regularly responds to a significant number of ad-hoc data requests from our 10 Environmental and 6 Administrative programs.

What you will do: 

  • Be the agency point of contact for HR data and workforce metrics reporting. In consultation with HR management, produces visually appealing and easy to understand strategic workforce development and management reports with accompanying communication tools. Present key themes and learning from the reports to Executive Leadership and Program Management teams.
  • Elicit business needs and requirements for HR data and reporting requests from executives, senior managers, and internal clients including professional level staff and subject matter experts. Translate business needs and requirements into visually appealing and easy to understand reports and/or presentations for individual, team, and agency use.
  • Manage multiple internal relationships within HR team, agency executives, senior managers, and internal clients including professional level staff and subject matter experts.
  • Represent HR in key agency-wide work groups such as the IT Business Advisory Team, EPIC Coordinator group, SharePoint Site Collection Administrators, Digital Accessibility Program Champions, and HR Digital Accessibility Super Users. 
  • Manage multiple external, enterprise level relationships with the Office of Financial Management (OFM) and State HR, OFM Data Steward and Business Intelligence (BI) groups, Employee Engagement Survey Contact group, and enterprise system points of contact such as On-Line Recruitment System (OLRS), Learning Management System (LMS), Human Resource Management System (HRMS) etc. 
  • Serve as the SharePoint Site Collection Administrator. Manage and oversee the Human Resource intranet site, currently housed in a SharePoint environment, in order to meet agency workforce needs. Assists HR SharePoint (SP) Site Owners (SOs) to enhance the effective and efficient use of SP features and benefits.
  • Independently consult with and respond to data requests using SAP HRMS and the SAP Washington Workforce Analytics reporting tool.  
  • Serve as the agency’s HR data auditor. Work with the Technical Unit Supervisor to audit personnel actions entered into HRMS and SharePoint tracking, identify errors, and consult with the Technical Unit Supervisor and the Labor Relations and Operations Manager regarding necessary corrections and/or training.
  • Serve as the HR Digital Accessibility Champion acting as an agent of change and is a key relational influencer to persuade and encourage employees within HR to provide similar access to agency digital information for people living with disabilities. Be the point person for the HR digital accessibility implementation plan. Use best practices from other programs/agencies to enhance HR’s digital accessibility implementation and ongoing business practices. 
  • Serve as the HRO technical systems expert and works with our Information Technology Services Office (ITSO) in developing an improved HRO experience on internal databases (Employee Plus Information Center (EPIC), HR Portal, and Automated Leave e-Form (ALF) and future projects). Responsible for security and access of HRO data. 

Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:
Eight (8) years of experience providing senior level professional analyses to management, staff, and customers regarding complex issues that impact programs and policies.

Experience must include any combination of the following:

  • Three or more recent years with Human Resource Information Systems experience (such as SAP HRMS) working as a senior data consultant providing professional level data analysis and reporting to management, staff, and customers regarding complex issues.
  • Three or more years of experience in the use of spreadsheet and database software, such as Microsoft Excel and Power BI to support the agency’s utilization of strategic workforce development and management tools.
  • One or more years of website content development including updates, continuous improvement, and maintenance of internet and intranet pages OR one or more years as a SharePoint Site Owners and Site Collection Administrator. 

Option 2:
A Bachelor’s degree in business administration, human resources, public administration, health administration, finance, economics, statistics, science, or related field and four (4) years of experience providing senior level professional analyses to management, staff, and customers regarding complex issues that impact programs and policies.

Experience must include any combination of the following:

  • Three or more recent years with Human Resource Information Systems experience (such as SAP HRMS) working as a senior data consultant providing professional level data analysis and reporting to management, staff, and customers regarding complex issues.
  • Three or more years of experience in the use of spreadsheet and database software, such as Microsoft Excel and Power BI to support the agency’s utilization of strategic workforce development and management tools.
  • One or more years of website content development including updates, continuous improvement, and maintenance of internet and intranet pages OR one or more years as a SharePoint Site Owners and Site Collection Administrator.
OR

Equivalent experience may substitute year for year for education.

Desired Qualifications:

  • A minimum of 2 years’ experience as the technical data lead on agency-wide workforce development project involving complex human resource data issues having a broad potential impact. Issues may involve multiple clients, conflicting practices and a range of possible solutions or other elements that contribute to complexity.
  • A minimum of 1-year experience as an agency’s HR data auditor.
  • Two or more years of experience with lean and continuous process improvement methodology. 
  • One year or more of SharePoint experience as a Site Owner or Site Collection Administrator.
