Job Summary
This position reports to the Water Quality Permits Unit, within the Water and Mining Section. The position performs duties associated with writing and issuing permits for implementing the National Pollution Discharge Elimination System (NPDES) and the State Disposal System (SDS) program in the Industrial Division. The work includes meeting with project proposers prior to and after application submittal, review of application forms and related documentation, preparation and issuance of NPDES/SDS permits for surface water, land, or sub-surface wastewater discharges, and appropriate database management and record retention work.

Minimum Qualifications
  • Bachelor's degree in an Environmental Protection or related field;
OR
  • Two (2) years of professional-level environmental protection experience
AND
  • Ability to manage multiple projects and associated people and at different levels of complexity
  • Excellent time management skills
  • Ability to gain understanding of the environmental regulatory process and state and federal rules
  • Basic computer and database working skills
  • Effective communication, writing, problem-solving, and interpersonal skills
  • Ability to take direction, follow standard operating procedures, manage and prioritize multiple assignments, and work effectively independently and on teams to complete assignments in a timely manner

Preferred Qualifications
  • Ability to understand state and federal regulatory frameworks and their applicability to industrial facilities
  • Ability to apply state and federal administrative procedures and rules and regulations relative in developing permits using input from a variety of staff
  • Public speaking and presentation skills
  • Good technical writing skills

Physical Requirements
  • Requires the ability to perform fieldwork sometimes in adverse weather conditions. May require the ability to climb and/or step over obstacles

Additional Requirements
  • A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DL check
  • Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds
