We are seeking to hire a Government Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
 
This position is located in the Bureau of Medicaid Policy. Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21. 
 
This position is responsible for developing policies that are applicable to the Dual Eligible Special Needs Plan (DSNP) contracts and ensuring alignment with the Statewide Medicaid Managed Care (SMMC) contracts, including submitting CSRs/file maintenance to ensure the system is aligned with policy. The incumbent is also responsible for creating the strategy for fulfilling a more coordinated and integrated duals policy/program with Medicare.
 
Main job responsibilities include:
  • Collecting, analyzing, condensing, and synthesizing information from peer reviewed research studies and other reliable sources of information to prepare research reports and summaries
  • Researching, interpreting, and applying state and federal laws that govern the Medicaid program
  • Analyzing and developing fiscal analyses on program and coverage revisions
  • Preparing bill analysis and legislative reports
  • Representing the Agency in local, state, and national workgroups/meetings.
  • Working on special projects as assigned
 
An ideal candidate will be able to:

3. Experience in designing and executing research to develop policy analyses, program evaluations, management reviews, budget analyses, or similar technical reviews;

6. Move cost-saving and cost-effective health policy forward; and
7. Propose solutions to complex problems utilizing existing and acquired knowledge of the Florida Medicaid program, including pertinent Federal laws and regulations, state statutes and rules, and the Florida Medicaid State Plan.

MINIMUM QUALIFICATION REQUIREMENTS
  • Two years of professional experience with program planning, research, and evaluation.
  • Two years of professional experience with systems and management analysis.
  • Two years of professional experience with research and demonstrated application of research skills.
  • Two years of professional experience implementing and managing complex projects.
  • Two years of professional experience serving as a lead or assistant on a major research project.
 
A bachelor's degree from a college or university is preferred and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
A master's degree from a college or university can substitute for one year of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the preferred college education.
