What you will be doing: The Department of Environmental Quality’s Water Withdrawal Permitting Program is seeking a qualified candidate to evaluate groundwater withdrawal permit applications, issue new and historic groundwater withdrawal permits, and assist in the evaluation of compliance with Groundwater Withdrawal Statutes and Regulations.  Work is to be completed in a timely manner and be technically and procedurally accurate to ensure the beneficial use of water withdrawals and to protect the resources from depletion and degradation. This includes conducting pre-application meetings, explanation of regulatory requirements associated with water withdrawals, working with permittees to resolve permit processing and monitoring issues while promoting fair and consistent application of guidance, policy and the regulations. The Groundwater Team Leader will ensure all programmatic timelines and deadlines are met and strategic goals achieved. The Groundwater Team Leader will also provide timely assistance to all other Water Withdrawal Permitting Program initiatives as directed.
 
Qualifications:
 
·      Knowledge of scientific principles related to aquatic biology, hydrogeology, wetland ecology, chemistry, groundwater and surface modeling techniques, and environmental science.
·      Knowledge of state environmental regulations and state statutes related to groundwater and surface water withdrawals and DEQ permitting programs.
·      Ability to communicate effectively at a technical level both orally and in writing.
·      Ability to routinely use standard PC software for word processing and data management.
·      Preferred - College degree in environmental science or engineering, biological sciences or related fields.
·      Experience in developing and writing reports, regulations, guidance manuals, and procedures.
·      Preferred - Experience in the technical and legal requirements of Section 404 and 401 of the Clean Water Act and the Ground Water Management Act of 1992 and the water supply planning process.
·      Preferred - Experience in dealing with public inquiries.
·      Experience with computers and data handling.
·      Valid Driver's License
