Program Director-Wisconsin Native American Tobacco Network (WNATN)

Great Lakes Inter-Tribal Council is a non-profit organization formed by the Native American Tribes of Wisconsin. We serve all WI tribes by providing administration of grant-funded programs either directly or with sub grants. Programs serve a range of functions from Children to Elders. Our Mission is: To Enhance the quality of life for all Native People.
Program Director-Wisconsin Native American Tobacco Network (WNATN)
Identify Tribal tobacco control issues, develop strategies and implement tobacco prevention and control programs within Tribal communities. Work toward improving the quality of life for Tribal members through education, program development and implementation relative to; traditional use and sacred use of tobacco; commercial and recreational use of tobacco; prevention of commercial tobacco use among youth; commercial tobacco use and pregnancy; cessation with youth and adults; exposure to environmental tobacco smoke; and tobacco-related disparities. Daily attendance is an essential job function. Frequent travel is required.
Principal Duties and Responsibilities:
  • Work closely with Tribes in the effective execution of goals and objectives of the program. Develop necessary work plans. Ensure compliance through proper monitoring and reporting.
  • Establish and strengthen relationships with Tribal representatives and plan, coordinate, and facilitate regular WNATN meetings
  • Collaborate with other GLITC health and human service providers to continuously improve the services provided to Native American families and to develop a strong referral network.
  • Develop and administer program budget and approve expenditures in accordance with program requirements. Maintain fiscal responsibility for all grants. Seek additional funding sources on an ongoing basis. Ensure complete and accurate recordkeeping.
  • Establish the administrative structure and perform all necessary tasks to ensure the effective execution of program goals and objectives.
  • Engage in long range planning
  • Prepare vouchers and travel reimbursements.
  • Ensure adequate file, accounting, and financial reporting systems.
  • Develop presentations and associated activities in a culturally appropriate manner.
  • Coordinate the provision of smoking cessation services and other health services programs to Tribal members.
  • Travel to conferences, tribal sites, and meetings
  • Present at conferences and meetings about tobacco related issues
  • Participate in Tribal pow wows and other community events
This is a full-time salary/exempt opportunity with a primary worksite of Lac du Flambeau, WI. Requires frequent travel for the purposes of attending community and program related activities. This position has a salary range of $50,000 - $55,000 annually (based on experience) with benefits including Annual/Personal Leave, Holiday Pay, Health, Dental, Life, STD and LTD Insurance, FSA and 401(k) Retirement Plan.  Background check and drug screen are required before employment. Due to COVID-19, a period of self-isolation may be required if relocating to the area.
Qualifications: An equivalent combination of experience and education that would provide the required knowledge and abilities may be considered. Required: Knowledge of traditional use of tobacco within Native American culture. Bachelor’s degree in a health and human service field. Minimum three years of experience in health and human services. Preferred: Experience with a Native American Tribal organization and/or not-for-profit agency. Grant writing and funding experience. Individual must possess: Excellent verbal and written communication skills; professional demeanor and appearance; problem solving skills; ability to manage time effectively; self-motivation skills; ability to work effectively under pressure; ability to build positive work relationships with internal and external customers; ability to interact professionally with a wide variety of people; speak in front of groups. Individual must be able to apply advanced reasoning skills to problem solving and use basic mathematical skills. Must possess valid driver’s license and/or reliable transportation with adequate insurance and ability to travel.
