Applications & Systems Programming Manager - Information Technology

FORT BEND COUNTY

DEPARTMENT: INFORMATION TECHNOLOGY

JOB TITLE: APPLICATIONS & SYSTEMS PROGRAMMING MANAGER


JOB SUMMARY:
Member of the Information Technology senior leadership team. Ensures efficient and effective operation of the Applications and System Support functions of the IT Department through staff direction and leadership.  Responsible for the management of all software applications and web content developed and/or maintained in-house or purchased from vendors. Participates in planning of programs, policies or objectives for own work group and department.

DUTIES & RESPONSIBILITIES:
Manages the applications and systems operations of the IT department. Oversees the development/implementation and support of all software applications and web content for enterprise-wide, as well as special purpose solutions, in a multi-platform environment. Responsible for activities of supervised personnel, including customer service, product quality, and timely completion of tasks. Monitors status, deliverables, timelines and budget for all software implementation and upgrade projects. Develops good working relationships with vendors to establish effective communication utilized throughout all procurement and support related tasks. Implements process controls to ensure efficient and high-quality development and support practices. Enhances customer relationships and serves as a point of escalation, as needed. Responsible for hiring, evaluation and progressive discipline of assigned staff. Participates in preparing, reviewing and making recommendations on behalf of IT for Requests for Proposals (RFPs), statements of work, and agreements related to software acquisitions, enhancements and upgrades. Evaluates user requirements, analyzes and determines specific solutions, recommends solutions to use, and assures the development and implementation of these solutions in a timely, cost-effective manner. Encourages and administers appropriate professional development opportunities for staff. Provides leadership in the definition and accomplishment of department goals and objectives. Responds to requests for special projects as directed by the Director of Information Technology. Assists in the preparation and monitoring of the Information Technology department budget. On-call 24/7 for required IT support issues. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

REQUIREMENTS:
Bachelor’s degree in computer science, information systems or related field preferred. (High School Diploma/GED and four years of relevant professional experience in addition to 10 years required experience may be substituted for the Bachelor’s degree). Ten years job-related experience including five years supervisory/management experience required.  Full stack development experience including knowledge of Microsoft Visual Studio focusing on ASP.Net. Experience with one or more common databases and / or data modeling tools. Strong multi-platform technical skills. Strong analytical and system design skills. Strong background in technical support and operations management. Exceptional supervisory and organizational skills, verbal and written communications skills. Interpersonal skills and ability to deal effectively with the public, vendors, other employees, and elected officials.

SALARY RANGE: Professional/Management - Commensurate with experience
