NNSA - Deputy Assistant Deputy Administrator for Stockpile Management

The Office of the Assistant Deputy Administrator (ADA) for Stockpile Management (NA-12) develops, directs, and oversees research, development, design, and production activities to maintain and enhance the safety, control, and reliability of the nuclear weapons stockpile. The Office of the ADA for Stockpile Management provides the planning, direction, and resources for stockpile
sustainment, modernization, and production integration to develop and produce certified nuclear weapons and components necessary to extend the lifetime or enhance the surety and reliability of the nuclear weapon stockpile. The Office of the ADA for Stockpile Management is responsible for maintaining a close working relationship between the Departments of Energy (DOE) and Defense (DoD) on nuclear weapons matters. 

The Deputy Assistant Deputy Administrator (DADA) is responsible for assisting the Assistant Deputy Administrator (ADA) in managing the work of the Office of Stockpile Management (NA-12). The DADA performs a full range of engineering, management, and executive functions of the Office such as policy and program advisor, strategic planning and technical issue resolution, and workforce planning.  

The incumbent serves as a technical, policy, and program management advisor to the ADA; directs strategic, long-range and tactical planning related to technical requirements, engineering evaluations, and strategic aspects of the nuclear weapon stockpile, production infrastructure, refurbishment of the stockpile, security, supply chain and other logistics, and strategic materials availability, storage, and transportation.

Oversees NA-12 strategic, long-range, and major tactical planning activities related to workforce planning, staff training and professional development, technical qualifications, and career development. Serves as a resource to assist the Office of Stockpile Management ADA by addressing career development, training, workforce, and succession planning requirements for the staff in conjunction with the ability of the organization to meet its overall mission and objectives.
Manages and oversees the management and executive planning and major administrative and business processes, major production activities, and works in close coordination with other NNSA offices, NA-10 senior staff, field offices, and the national laboratories to coordinate information, issues and activities impacting the research, development, design, and performance objectives for the nations stockpile stewardship program and assess organizational and contractual change options as they develop. Incumbent is responsible for establishing long- and short-range plans and projects, identifies and resolves critical operating problems, determines the need for, and direct the conduct of special studies and management, improvement reviews; approves or disapproves proposals and recommendations submitted by directorate organizational elements. Responsible for final review and approval of the NA-12 financial and budget programs.

Draws on technical and programmatic management and executive expertise to make recommendations, and works with production agencies to assess and procure technology needed to repair, refurbish, or dismantle weapon stockpiles that is performed in coordination with experts in the field and other senior staff members. Conducts program reviews and evaluations; initiates actions to maintain effectiveness and promote continuous improvement in program outcomes. 
Ensures issues requiring technical action are raised to the appropriate Division Director with recommendations for effective resolution.

 Oversees all phases of programs to ensure integration and coordination with commitments and policy, as well as measurable performance criteria. Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones.
Performs other stockpile management related duties as assigned.
