Director, Portfolio Management Division

  • Serve as the Department's chief oversight manager for approved energy loan guarantees and acts on behalf of, and reports directly to, the LPO Executive Director;
  • Direct and supervise a multi-unit organization comprised of full-Time and part-Time professional Federal employees, consultants and highly qualified contractors;
  • Develop and maintain a current PMD organization plan, which includes the assignment of key missions and functions and alignment of federal staff roles and responsibilities and allocates PMD federal human, capital, and contract resources based on the approved organization plan;
  • Direct organizational activities based on broad organizational assessments and evaluations of long-term organizational objectives; and sets all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability;
  • Exercise management authority over the life cycle of an approved project subsequent to the time of the disbursement through the final payment of the guaranteed debt obligation or expiration of the loan guarantee;
  • In consultation with the LPO Executive Director, address critical program and policy matters with expert judgment and discretion;
  • Assure the effective management of Office programs, activities and resources by developing, implementing, and monitoring DOE-wide policies and systems for the full range of Office programs;
  • Identify the need for major organizational improvements, develop the requisite plans and directs implementation.
