Sr. Environmental Scientist/Assistant Project Manager

BIO-WEST, Inc. is currently seeking an Senior Environmental Scientist/Project Manager in the Houston office (located in Rosenberg, Texas) to conduct and assist with managing environmental siting, permitting, planning, and monitoring for large and small energy and water quality projects. This position would be part of a very skilled team, working closely with Project Managers and other technical leads performing compliance, permitting, process and other environmental activities. The ideal candidate will have demonstrated experience in environmental consulting, planning and analysis, Federal and State (including TCEQ), NEPA compliance, public/client involvement, technical writing, possess the ability to work on multiple active projects throughout the day, and assisting with financial management. We are looking for an enthusiastic, flexible, and personable individual with an eye for detail, a willingness to learn, and a desire to be part of a growing and high performing team. As a technical resource and role model, this leadership position requires an excellent attitude and an ability to communicate effectively with clients, regulators, and junior staff.

Job Responsibilities

·       Perform environmental compliance duties including, but not limited to:
  • Conducts studies and investigations for the purpose of preparing reports, forms, and applications for environmental permits, clearances, and/or compliance in support of construction and operation projects for various industries and markets
  • Collects, analyzes, manages, and reports ecological data, such as plant taxonomy, protected terrestrial and aquatic animal species, soil conditions and hydrology indicators related to establishing boundaries between wetlands and uplands
  • Collects, analyzes, monitors, and reports water quality data, such as sampling and personnel schedules, system requirements, forms, chain of custodies, and methods/procedures related to maintaining compliance and providing regulatory support (TCEQ and EPA)
  • Collects project related data which may include research, conducting surveys for listed species, interviews with government agencies, landowners and clients, resource map reviews, field investigations for wetlands, land use, and other related disciplines
·       Perform environmental site investigations, supporting erosion control devices, efforts, and monitoring, including daily reporting subsequent to the field visit.
·       Assist in conducting other environmental compliance audits, such as Federal Energy Regulatory Commission (FERC) construction monitoring inspections.
·       Provide assistance in utilizing GIS devices and data for map production in accordance with standards and industry best practices.
  • Communicates scientific and technical information to the project manager, project team, and sub-contractors (clear and concise), including coordinating project team work and deliverables, monitoring schedule, budget, and business development
·       Lead project team(s) with minimal oversight
  • Reviews environmental forms, reports, permits, and related materials
·       Support site selection studies and preparation of related National Environmental Policy Act (NEPA) documentation.
  • Assists managers and clients with project coordination, authorizations, and compliance
  • Generates reports on field investigations, completed chain of custodies, document packages, alternatives analysis, mitigation sequencing, and wetland mitigation plans
·       Coordinate with federal, state and local agencies for project permitting
·       Manage multiple projects at various stages, disciplines, and locations
·       Quality assurance/Quality control (QA/QC) of all documents and communications
·       Ability to attend and participate public meeting environments
·       Travel up to 50% of time for client meetings
  • Perform technical review and mentoring of junior engineering staff.
  • Understands financial management concepts and uses the right tools to manage budgets.
  • Effectively prepares scopes and fees for new or additional work with appropriate staffing, rates or billing structure, and target multiplier.
  • Prepare cost estimates and proposal writing
·       Ensure compliance with company and site safety policies.
  • All other duties as assigned

Job Requirements

  • Bachelor’s degree in biology, chemistry, ecology, ecosystems sciences, environmental management, rangeland sciences, wildlife management, or related field
  • 4+ years’ relevant experience coordinating or managing environmental permitting, planning, or monitoring for energy and/or water related projects, specifically, writing wetland delineations, mitigation plans, and supporting documents in preparations of US Army Corps of Engineers Nationwide/Individual Permits
·       Solid organizational, technical writing, communication, and analytical/problem solving skills
  • Effective time-management, written communication, analytical and interpersonal skills
  • Dependable, self-motivated, detailed oriented, willing to learn, able to assess the situation and make recommendations/adjustments, work well in a team environment or independent
  • Giving and following instructions
  • Ability to work effectively (e.g., set tasks and schedules, prioritize work, meet deadlines, stay on budget)
  • Ability to manage multiple tasks and projects simultaneously and work with multiple project managers
  • Proficient with MS Office (Excel, PowerPoint, Word, etc.), Adobe suite, Google Earth technologies, and phone/tablet app utilization
  • Knowledge of Clean Water Act Regulatory Program and Endangered Species Act as they relate to environmental permitting; other federal and state regulatory knowledge a definite plus
  • ability to learn to identify flora, fauna, hydrology, and soils, including qualitative measurements
  • ability to understand and comply with environmental regulations (e.g., NEPA, ESA, CWA)
  • Boating (preferred)

Working Conditions:
 
Must be able to repeatedly conduct field work in remote locations, outdoors for extended periods of time and under extreme conditions and variety of climates, hike long distances, be aware of and able to respond to hazardous wildlife and conditions, lift approximately 50 pounds, complete ATV and safety training, and work outside of the normal business hours of 8:00 am–5:00 pm, including weekends and holidays. Candidate should be in good physical condition, have flexible schedules, be able to work in the field approximately 50 percent of the time, and travel overnight.

Licensure/Screenings

Must possess a valid class C Texas driver's license, have a satisfactory driving record, allow records review for the past 3 years, and comply with company drug and alcohol testing policies.

Pay commensurate with experience.
