Research Engineering Scientist Associate II

Job Summary:
Conducts highly complex technical assessments of water quality issues to determine and verify regulatory limits for wastewater discharges, develops loading analyses for water quality management plans, and assesses new technical data submitted by permittees.

Essential Duties and Responsibilities:
Performs highly complex modeling analyses to evaluate wastewater discharge permit actions for compliance with water quality standards for dissolved oxygen, for consistency with the water quality management plan (WQMP), and with total maximum daily load (TMDL) requirements. Writes memos to document recommendations, coordinates recommendations and/or provides technical assistance to other customer staff and applicants. Performs and documents technical analyses as needed to update the Water Quality Management Plan (WQMP) and provides model information and limit recommendations to the appropriate staff person for inclusion in the next available update of the WQMP. Coordinates to resolve technical issues related to WQMP updates. Performs preliminary (pre-application) modeling analyses. Performs statistical analyses of ambient environmental data in support of TPDES permit mixing analyses and special project work. Reviews State Revolving Fund (SRF) reports to determine compliance with water quality standards for dissolved oxygen. Assists with review of advanced model refinements, including those prepared by outside entities for water quality-related issues. Provides guidance and training to less experienced staff. Performs Executive Review Committee (ERC) reviews of draft permits. Performs preliminary (pre-application) modeling analyses in accordance with team policies. Assists in the development of Response to Comments (RTC) documents. Responds to inquiries from staff, agency executives, government entities, applicants, permittees, and the public. Communicates highly complex technical information to management, staff engineers, attorneys and others. Performs related duties as assigned.

Required Qualifications:
Bachelor’s degree in the area of environmental sciences or similar field and two (2) years of work experience in one of the following areas: data analysis, environmental quality management, public utilities or business administration or the equivalent experience.

Preferred Qualifications:
Master’s degree in the area of environmental sciences or similar field and two plus years of experience in environmental modeling, ArcGIS, and/or statistics. Knowledge of surface waters within the State of Texas.

Solid working knowledge of TCEQ and Environmental Protection Agency rules, regulations and procedures related to publicly owned treatment works and pretreatment programs; and Microsoft Office. Skill in reviewing and analyzing records; determining proper courses of action; performing basic data entry skills; managing time and assignments to meet deadlines; communicating effectively with internal and external customers; and use of proper spelling, grammar, and punctuation. Ability to move in and around personal workspace using wheelchair or other aid, if necessary; learn, remember, and integrate complex concepts, difficult procedures, or complicated processes; communicate verbally with clients/customers to gather information &/or explain policies/procedures; routinely record information such as draft correspondence/reports/documents/policies/procedures, conduct interviews and record information, prepare case narratives, or prepare other lengthy documents using handwritten or mechanical means; perform visual activities requiring prolonged attention to detail such as editing and proofreading; hear and understand speech to interact with coworkers/clients/customers on a routine or frequent basis with use of amplifying equipment/hearing aids, if necessary; travel infrequently (i.e. annually) for activities such as job skills training at a centralized training center.
