Thanks to the San Francisco voters for their continued support of the measures that provide students with opportunities to learn in improved academic environments.
San Francisco voters approved Proposition A, a $845 million bond measure for City College of San Francisco to use the proceeds to: fix or repair City College facilities; make necessary seismic retrofit and earthquake safety improvements; repair buildings to be more energy-efficient and increase the College’s use of renewable energy, and to acquire, construct, and repair facilities, sites, and equipment to better prepare students for jobs in local science, technology, and the arts.
Reports to: Vice Chancellor of Finance and Administration
Under the direction of the Vice Chancellor of Finance and Administration, the Associate Vice Chancellor of Facilities and Capital Construction is responsible for the overall management, operation of facilities, maintenance and operations, and construction projects.
Major Duties and Responsibilities:
1. Monitors construction projects, including Bond Measure projects, maintains and initiates schedule changes as necessary, directs and reviews the work of architects and other consultants.
2. Reviews design documents for constructability, scheduling, consistency and coordination during schematic and design development phases of the work.
3. Develops long and short-range plans, identifies alternative funding possibilities, submits capital overlay funding requests, and obtains other state funding.
4. Ensures that the District meets regulatory requirements, establishes local policies and procedures, conforms to Federal, State, and local regulations while continuing operation.
5. Promotes, and enforces the District’s commitment to safety by ensuring that all employees in the Division receive appropriate training and hazardous materials handling, storage, and disposal. Update training as required. Accountable and liable for department or division non-compliance with hazardous materials regulations.
6. Oversees capital outlay, deferred maintenance and hazardous funding. Acts as a liaison with state offices.
7. In consultation with the Vice Chancellor of Finance and Administration and other administrators, prepares the annual budget for the department and establishes control programs and systems to assure compliance with allocations. Prepares revisions to the budget as required.
8. Works cooperatively with Budget Committee.
9. Work closely with the District’s Risk Management Department by providing motivation, incentives, and discipline to assigned staff, maintaining a safe work environment, enforcing safe work practices, reporting and investigating accidents, maintaining necessary documentation, and requires employees to receiving mandated training.
10. Oversees the work of the department and directs fiscal and general business activities, including: overseeing maintenance and operations, custodial services, duplicating services, and the telephone and switchboard operations; preparing time sheets, requisitions, and cash collection and disbursement of funds.
11. Consistent with District policies, procedures and union agreements, establishes and supervises department activities related to records maintenance, selection, evaluation and discipline and grievance processing for classified personnel.
12. Serves as primary fiscal resource to college planning committees for individual building projects.
13. Performs other duties as assigned.

Skills and Abilities
1. Understanding of, sensitivity to, and respect for the diverse academic, socioeconomic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty, and staff.
2. Effective communication both orally and in writing, including writing complex proposals and producing written market-orientated material.
3. Ability to manage major construction and renovation projects effectively.
4. Understanding of and with extensive experience in, the application of principles of project management and supervision.
5. Extensive experience in the application of organizational skills for; leadership, supervisory duties, time management, and problem solving.
6. Advanced presentation skills.
REQUIRED AND PERFERRED QUALIFICATIONS:
1. Demonstrated knowledge, skills, and abilities to work with community college students with disabilities, various sexual orientations, and diverse academic, socioeconomic, cultural, and ethnic backgrounds (Required).
2. Bachelor’s Degree from an accredited college or university in Construction Management, Architecture, Engineering, or a related field and five (5) years of progressively responsible experience in construction design management of multi-million dollar projects as an Architect, Construction Manager or Project Manager in an institutional setting.
3. Thorough knowledge of engineering and construction principles, practices and procedures, and familiarity with applicable laws and government regulations, and principles of management and supervision.
4. Ability to manage Architect Contracts, payment approvals and the design process.
5. Knowledge and proficiency in the utilization of standard office productivity software programs (e.g., MS Word, Excel, Access, and PowerPoint), personal computers, and other standard office equipment.
6. Ability to communicate effectively, both orally and in writing.

1. A Master’s Degree from an accredited college or university from related field preferred.
2. Possession of a LEED AP certification.
3. Five to seven (5-7) years directing and supervising facilities related planning, design, construction, maintenance and operations in an institutional environment.
4. Five to seven (5-7) years or more of experience in various areas of capital construction, engineering, construction management, or a related field.
5. Working knowledge of the Uniform Building Code (UBC), California Building Code (CDC), California Occupational Safety and Health Act (CALOSHA), Americans with Disabilities Act (ADA), State of California Division of the State Architect (DSA), and other related statutes; State of California Capital Outlay and the Deferred Maintenance Programs for Community Colleges; California Public Contracts Code and the California Educational Code.
6. Knowledge and proficiency in the operation and use of personal computers utilizing various software applications (i.e., word processing, spreadsheet and database management software) including the Internet.
7. Knowledge of public finance and business administration.
8. Evidence of the ability to work effectively as a team member with top-level management.
9. Evidence of successful working relationship with employees, managers, administrators and members of the community.
10. Experience in, knowledge of, or the ability to understand the following:
a. The relationship and interaction of a community college and various community special interest groups.
b. The technicalities of budgeting and the relationship of finance to the District operation in a multi-campus district.
c. The Education Code and other State, Federal and local regulations as they apply to the management of a college and its special programs.
d. California Community College System, including the system’s financial accounting requirements.

Compensation: Total Compensation includes a health insurance plan.
New employees hired on or after January 1, 2014, contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).

Selection Procedure/Conditions of Employment
