Program Manager, Non-Communicable Disease

The Kingdom of Eswatini has a very high prevalence of both diabetes and hypertension, with the majority of those affected being undiagnosed which is similar to many other countries in sub-Saharan Africa. Currently the Ministry of Health (MoH) only provides care for diabetes and hypertension through physician-led teams in hospitals. The country has recently conducted a successful feasibility pilot of the World Health Organisation’s Package of Essential non-communicable diseases (NCD) Interventions for Primary Health Care in low-resource settings (WHO-PEN). The MoH is determined to scale-up the WHO-PEN to all clinics nationwide. The “WHO-PEN@Scale” project, funded by the European Commission’s Horizon2020 Programme and managed by Heidelberg University (Germany), is a 4.5 year partnership of 8 European and Emaswati research and implementing partners that have been engaged by the MoH to lead the technical assistance, research, monitoring and evaluation of the proposed scale-up of WHO-PEN to clinics.
CHAI is therefore seeking a Manager, NCD to lead CHAI's component in the scale up of hypertension and diabetes care to clinics and to provide strategic and technical support to the decentralisation of NCD care in Eswatini. The Manager will work across MoH departments to support the planning and implementation of the decentralisation supporting the MoH to ensure appropriate supply chain, budget forecasting and overcoming procurement barriers that could hinder the decentralisation. The Manager must be a highly motivated, entrepreneurial individual with outstanding problem-solving, analytical and communication skills who is able to work in a demanding environment with a diverse team composition. S/he must be able to function independently and be a thought partner to the team and the MoH. This position is based in Mbabane, Eswatini and reports to the CHAI Country Director.
The Manager will be responsible for providing the MoH with strategic, analytical support and informed knowledge-based advice to support the decentralisation of hypertension and diabetes care, as well as oversee the implementation and reporting of the WHO-PEN@Scale Project.
Responsibilities:
Programmatic Support and Insights
- Oversee CHAI’s NCD support to the MoH through serving as the main focal point of contact with the MoH for all NCD related activities:
- Provide technical support to the MoH in the decentralization of NCD services in the countryOversee the support to the MoH in implementing systematic decentralisation of care for diabetes and hypertension across the country
- Support quantitative analysis to understand the needs required for NCD care decentralisation including costing of resource gaps identified to determine funding gaps and inform budgeting, prioritization and investment discussions
- Support identification and realization of cost saving efficiency measures to be taken when scaling up services
- Support budget preparation and fundraising
- Manage a team comprising of Coordinator(s), Analyst(s) and Associates(s)
- Other responsibilities as requested by supervisor
Research Management
- The Program Manager will oversee a team of Associates, Analysts and Coordinators to ensure high quality and timeous implementation of key deliverables under the WHO-PEN@Scale Project to:
- Oversee the planning and implementation of CHAI study led activities
- Manage project administration including preparation of work plans, deliverable reports, progress updates for CHAI
- Support the development of study documents and tools in collaboration with the consortium partners and the MoH and ensure implementation as per study protocol
- Ensure research activities are responsive to the realities of people on the ground and that they respect ethical and human rights principles
- Support the writing and publication of scientific manuscripts and reports
- Support dissemination of results and sharing of lessons learnt
Qualifications:
Essential:
- Bachelor’s degree and at least 5 years of professional experience in health economics, public health, policy/planning, management consulting, or other relevant private and public health sector experience with leadership experience
- Experience in planning and execution of baseline studies, large scale research (qualitative & quantitative), developing data quality standards and data quality monitoring processes
- Exceptional diplomatic and interpersonal skills, and able to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
- Robust problem-solving skills, quantitative and qualitative analytical capabilities
- Strong written and oral communication skills, including ability to communicate effectively while addressing a broad-ranged audience
- Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
- Potential to take on increasing levels of responsibility and leadership on the team; and
- High level of proficiency in relevant computer applications, particularly Microsoft Excel, PowerPoint, and Word
Desirable:
- Master’s degree in public health, policy, health management or other relevant field
- Experience implementing and reporting on European Commission, European Union or ECHO-funded grants
- Experience working on national universal health coverage implementation strategies, service delivery scale up, health service quality improvement and/or supply chain strengthening initiatives in healthcare settings
- Experience in cost analysis or economic evaluation
- Experience working in public health and with international organizations; and
- Familiarity with a broad range of key global health issues, including health systems challenges in developing countries
