Test Manager (Cyber)

Education: Bachelors degree in a discipline directly related to the task to be performed.

Months/Years of Experience: Fifteen (15) years with at least one year in a management position.

Duties: Serves as the cyber security test lead / expert in an Army Project Office. Must be able to link the technical capability of the systems (platform, launchers, missiles, associated test equipment) and communication systems to define cyber technical risks, system performance and compatibility with other Army and Sister Service battlefield systems to meet overall Project /system goals, schedule and performance. Must have experience and understanding of cyber security to ensure key system / component / subsystem performance capabilities are incorporated and demonstrated in test plans. Must have good communication / briefing skills to confirm to key stakeholders and Project leadership that key test / engineering objectives have been achieved via test reports and briefings.

Required Qualifications: U.S. Citizenship. Must be able to obtain a security clearance. Bachelors degree with experience in cyber security, computer science, information assurance, or network security.  

Desired Qualifications: An Engineering degree. Program Office experience with a general understanding of how the test / engineering process relates to the program / acquisition process. Understanding of the systems engineering process to review requirements allocation and traceability with respect to cyber security. Must have a good, working knowledge of test plans and test reports. Individual should be pro-active and independent in the engineering and testing of platform sensors, yet willing and capable to work as a team member as part of the larger organization.  Certified Information Systems Security Professional (CISSP) Certified Ethical Hacker organization. Expertise pertaining to Cyber test activities (Cyber Table Top exercises, Cyber Vulnerability Identification (CVI), Blue Team – CVPA & Red Team – AA.

Expertise in cyber documentation such as; Program Protection Plan, Cybersecurity Strategy, Life-Cycle Mission Data Plan / Validated IMD Supportability Report (VISR), Clinger-Cohen Act Compliance, Validated On-Line Life-Cycle Thereat (VOLT), Information Support Plan / Bandwidth Requirements Review and Spectrum Supportability Risk Assessment / Frequency Allocation Application (DD Form 1494).

Comments: Travel to selected CONUS and OCONUS locations is possible. Travel is estimated to be 20 % of the time.
