ABOUT SHASTA COUNTY

The Department of Support Services includes the following Units: Personnel, Purchasing, and Risk Management.

The Risk Management Unit administers and funds the County's insured and self-insured programs that include workers' compensation, liability, vision, malpractice, fire, personal property, faithful performance bonds, and others. The funding is provided by charges assessed against other County departments, special districts, and current and former employees who benefit from the department's programs.

ABOUT THE POSITION

Risk Management Technician I – Confidential: Under general supervision, to learn to perform difficult and confidential duties connected with auditing and processing risk management documents; maintaining the risk management computerized records systems; and providing support and assistance in the processing and maintenance of risk management claims and files; and to perform related work as required.

Risk Management Technician II – Confidential: Under supervision, to perform difficult and confidential duties connected with auditing and processing risk management documents; maintain the County-wide computerized risk management records systems; provide support and assistance in the processing and maintenance of risk management claims and files; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

Risk Management Technician I – Confidential: Performs the less difficult computerized risk management processing work and learns the intricacies of ensuring that deadlines are met under the lead direction of the Risk Management Technician II. An incumbent assists with the processing and payment of risk management claims, the loss prevention program, and provides other responsible support duties in the office. It is typically expected that an incumbent will attain journey level knowledge and skills after one year of employment and progress to Risk Management Technician II - Confidential. This is a Confidential classification. Confidential in this context according to the Personnel Rule means a non-management employee who, in the course of his or her duties, is regularly privy to management planning or decision making regarding the County's administration of employer-employee relations as determined by the Board of Supervisors.

Risk Management Technician II – Confidential: Performs the processing and payment of risk management claims, the loss prevention program, or provides other responsible support duties in the office. This is a Confidential classification. Confidential in this context according to the Personnel Rules means a non-management employee who, in the course of his or her duties, is regularly privy to management planning or decision making regarding the County's administration of employer-employee relations as determined by the Board of Supervisors.

EXAMPLES OF DUTIES

Risk Management Technician I – Confidential: The following represent samples of duties covering varied assignments. Some assignments may overlap or incumbents may be reassigned based on program needs. An incumbent initially performs the less responsible duties and learns to work in a journey level capacity during the first year of employment.

Receives doctors' reports and reports of injury claims against the County and opens claims files; contacts doctors, lawyers and claimants to obtain necessary claims information and documents; assists the Risk Analyst by performing procedural work; may act as liaison between the Risk Management Analyst and claimant to provide information concerning the status of the claims; provides data to Risk Analyst for determining payments; types claims and maintains a running log of all claims payments; inputs claims data into the computer and reconciles claims files with computer files; compiles and maintains annual OSHA reports; types a variety of memos, correspondence and reports; assists with spreadsheets to track expenditures; assists with budget maintenance; and prepares basic claims.

Risk Management Technician II – Confidential: The following represent samples of duties covering varied assignments. Some assignments may overlap or incumbents may be reassigned based on program needs. QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following as applicable to the duty assignment:


Risk Management Technician I – Confidential: 

Knowledge of: Basic uses and limitations of computerized record keeping systems; modern office practices and equipment; basic methods of risk document processing and transactions; basic understanding of expenditure tracking and budgeting systems; preparation of basic claims and journal entries; basic laws and regulations pertaining to the field of risk management.

Ability to: Audit and process a wide variety of documents; enter data and make on-line changes to the computerized County risk management records system; type/keyboard at a net rate of at least 45 wpm. interpret and explain laws, rules, regulations and procedures related to County risk management matters; meet rigid deadlines; assist in the analysis and evaluation of the risk management records system; prepare basic claims and journal entries; assist in the preparation of basic spreadsheets to track expenditures and budgets; gather and prepare data and reports; maintain financial and statistical records and claims files; maintain confidentiality.

These employment standards are typically attained with one year of experience with an emphasis on related support work in the field of risk management.

Risk Management Technician II – Confidential: 

Knowledge of: Uses and limitations of computerized record keeping systems; modern office practices and equipment; expenditure tracking and budgeting systems; preparation of claims and journal entries; methods of risk document processing and transactions; Ability to: Audit and process a wide variety of documents; enter data and make on-line changes to the computerized County risk management records system; type/keyboard at a net rate of at least 45 wpm. interpret and explain laws, rules, regulations and procedures related to County risk management matters; meet rigid deadlines; assist in the analysis and evaluation of the risk management records system; discuss sensitive and confidential claims matters with claimants; gather and prepare data and reports; track expenditures and develop budget documents; prepare claims and journal entries; maintain financial and statistical records and claims files; maintain confidentiality.

These employment standards are typically attained with one year of experience equivalent to that of a Risk Management Technician I with Shasta County or two years of closely related experience with an emphasis on responsible support work in the field of risk management.

SPECIAL REQUIREMENTS

Some positions may require possession of a valid California driver license.

THIS POSITION REQUIRES A VALID TYPING CERTIFICATE. A valid five (5) minute typing certificate dated within the past three years verifying a net typing/keyboard speed of 45 wpm is required for this position. Current County employees who have such a document in their official County personnel file are exempt from this requirement forever; however, it is recommended to contact Shasta County Personnel to ensure your typing certificate is attached. Self-tested, computer-generated typing certificates are not accepted.

The test is available by appointment only. Space is limited and appointment times are not guaranteed. The typing certificate is valid only for Shasta County jobs. IDEAL CANDIDATE

The ideal candidate will have experience processing insurance claims; possess an understanding of liability; be skilled in various computer applications, particularly MS Excel; have a background in Risk Management, Safety and Loss Prevention.

  • Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62.  An employee in this classification will also contribute up to 7.25% of his/her pay to this plan, or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
