Program Manager I or II

Minimum Qualifications: 

Program Manager I:
  • Graduation with Bachelor's degree from an accredited four-year college or university with major course work in a field related to the job plus three (3) years of experience in a field related to the job, one (1) year of which was in a lead, supervisory, project or program management capacity.
  • Experience may substitute for education up to a maximum of four (4) years.

Licenses and Certifications Required: Valid Texas Class C Driver License. 

Program Manager II:
  • Graduation with Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus four (4) years of experience in a field related to the job, including two (2) years of which were in a supervisory, project, or program management capacity.

Licenses and Certifications Required: Valid Texas Class C Driver License.

Preferred Qualifications:
  • Strong understanding of and experience with integrated water resource planning, especially planning and implementation of conservation, reuse, and gray and green infrastructure water management approaches in the context of climate adaptation, community resilience, racial equity, and environmental justice
  • Experience with technical research tools, data analysis, spatial analysis, and modeling
  • Experience identifying and building collaborative relationships with diverse individuals, groups, and work units for successful project or program implementation
  • Experience developing and implementing engagement strategies to involve community groups, organizations, and members of the public and analyzing the results of public engagement activities to inform planning or policy development
  • Strong ability to understand and communicate complex technical information to a diverse audience using a variety of methods including written reports, print and web content, formal and informal oral communication, and information visualization
