Position Summary
The Best Single Source Plus is a collaboration of twelve local nonprofit organizations whose mission is to prevent and end homelessness in Austin/Travis County; with Caritas of Austin as the lead and fiscal agent for the collaboration. This position is responsible for administering the Best Single Source Plus Program (BSS Plus) including program implementation, strategic planning, oversight, high level and detailed reporting, and coordination between agencies of the BSS Plus Program. The Program Director will also oversee the evaluation of Agency Programs. The position is supervised by the Chief Financial Officer. This position will supervise the BSS Plus Administrative team and the Community Housing Specialists. The position serves as part of the agency leadership team and works cooperatively to ensure the accomplishment of the agency strategic goals. This is a full time position.
 
Essential Duties & Responsibilities
BSS Plus Program Management/ Program Implementation and Oversight

  • Manage administration of contract and compliance.
  • Responsible for coordination between BSS Plus Partner Agencies and leading the partners in strategic planning and implementation.
  • Assess current and/or potential risks relating to the contract and make recommendations to the executive team for corrective action.
  • Monitor program performance measures.
  • Maintain monthly, quarterly and year-end statistics and distribute to agency partners.
  • Oversee completion of monthly, quarterly, and year-end contract reports in coordination with BSS Plus Coordinator.
  • Create/modify and monitor policies and procedures to ensure consistent implementation among collaborative.
  • Assist with monitoring of financial and program files for contract compliance and auditing.
  • Oversee training of partners and monitor their performance and contract compliance.
  • Oversee the customization of online database and monitor data quality.
  • Develop organizational systems to guide efficiency and monitoring.
  • Research and stay current with emerging best and evidence-based practices; with the goal of ensuring the collaboration implements the highest quality standards. 
Evaluation of Agency Programs

  • Oversee evaluation process to improve agency program tracking and reporting.
  • Oversee creation/modification of program outputs and outcomes.
  • Create systems to better track & analyze agency program data.
  • Review and make recommendations to customize and/or modify Homeless Management Information System (HMIS) – ServicePoint online database to better serve program implementation and data collection.
  • Oversee the coordination of training on new data collection policies and procedures.
  • Oversee Data Quality Specialist efforts to create a plan for efficient use of the HMIS database, uniform data collection and effective reporting.
Supervision

  • With input from the Chief Financial Officer, make decisions regarding hiring, performance evaluations, promotion, disciplinary action, etc.
  • Adhere to hiring policies and procedures.
  • Provide monthly update/supervision meetings with supervisees individually.
  • Engage in ongoing and interactive goal setting with supervisees.
  • Develop implement, and routinely update training protocol for case managers and other applicable positions.  
  • Review work schedules and delegate assignments appropriately.
  • Maintain effective and appropriate communication with all supervisees and staff.
  • Identify professional development needs of supervisees.  
  • Directly supervise BSS Plus Admin staff and Community Housing Specialists to ensure the following:  
  • Ensure that BSS Plus contract is implemented to meet contract compliance;
  • Assess and plan for partner agency needs (voucher requests, training, meeting agendas, and technical support);
  • Ensure appropriate and healthy relationships with property managers/owners;
  • Ensure that data quality checks are administered and data collection is performed in a timely manner.
Inter agency Management/Teamwork

  • Work as part of the agency leadership team to provide leadership and ensure that the agency meets its strategic goals.
Other Duties 

  • Perform other duties as assigned by CFO.
  • Design an approved plan for professional development.
  • Treat clients, staff, and the general public with courtesy and respect.
Qualifications
Education

  • Required - Bachelor’s Degree from an accredited college/university with a major in one or more of the following areas: Social Work, Psychology, Sociology, or other Human Services related fields.
  • Preferred - Master’s Degree from an accredited college/university with a major in one or more of the following areas: Social Work, Psychology, Sociology, or other Human Services related fields.
Experience

  • Required - Minimum five years of management and supervisory experience.
  • Required – Minimum five years’ experience in program evaluations, grant management, budget forecasting and management, data collection, and contract compliance and reporting. 
  • Required – Experience analyzing reports and data in connecting trends and use as a management tool, etc. 
  • Preferred – Experience in coordinating a program with multiple outside (external) groups (collaborative setting).
  • Preferred – Experience with strategic planning.
  • Preferred – Project management experience.
  • Preferred – Experience with HMIS-Service Point.
  • Preferred – Experience working for/with non-profits.
