Aging and Disability Service Director

Great Lakes Inter-Tribal Council is a non-profit organization formed by the Native American Tribes of Wisconsin. We serve all WI tribes by providing administration of grant-funded programs either directly or with sub grants. Programs serve a range of functions from Children to Elders. Our Mission is: To Enhance the quality of life for all Native People.
 Aging and Disability Services Director
The Aging and Disability Services (ADS) Director will manage and direct the Tribal Aging and Disability Benefits Program and associated staff. This position will work in partnership with tribal health and human services agencies and Aging and Disability Resources Centers (ADRCs) in the tribes’ service area to ensure that tribal members receive culturally appropriate information about ADRC services and are able to comfortably and effectively access long term care services. This position assists tribes in researching and developing tribal capacity to provide multiple aging and disability programming. The ADS Director oversees, directs and supports assigned staff in individual and organizational advocacy, planning for new services, promotion of existing services and assurance of service quality. Daily attendance is an essential function of this position. Frequent travel is required to fulfill the duties of this job.
Principal Duties:
  • Work closely with participating tribes to ensure the program meets expectations for quality, services are expanded, and the obligations under the scope of services is consistent with the mission. Develop necessary scope of service plans for all assigned staff. Ensure compliance through proper monitoring and reporting.
  • Oversee day-to-day operations of the programs including required reporting, budgeting, ongoing monitoring of the efficacy and quality of services provided.
  • Ensure purchases, charges, and travel reimbursements are correct and appropriate. Ensure adequate filing, access to systems, promotional materials and financial reporting systems are maintained.
  • Provide overall supervision of assigned staff including monitoring time reporting, administering work assignments, arranging training, and evaluating performance.
  • Coordinate staff development opportunities, communicate mission and goals, conduct regular staff meetings and provide performance guidance.
  • Ensure the highest possible staff productivity, effectiveness and satisfaction by supporting a cohesive team environment.
  • Provide supervision of contract services, subcontractors and sub awards to tribes.
  • Ensure all Indian Health Services (IHS) eligible individuals receive culturally appropriate services, referrals, and advocacy.
  • Assist, train and support local Tribal Benefits Staff in making appropriate and quality referrals to tribal member consumers who are applying for public assistance programs and need assistance.
  • Assist tribes and the Wisconsin Department of Health Services to research, assess, and develop long-term care services within their community. Tasks will include identifying what services are currently being provided, conducting self-assessment of services needed, and aiding in development of long-term care plans for the community.
  • Develop and maintain strong referral network within tribes to the GLITC Disability Benefit Specialists Program, local ADRC Benefit Specialists, Income Maintenance, Tribal Medical Benefits Specialist & other health and human services providers.
  • Research, develop and evaluate tribal community long term care service capabilities, including provider qualifications; assess services provided, recommend options for the tribes to determine on-going and future services capacity and consult with tribes to develop long-term care action plans.
  • Required attendance at the statewide ADRC meeting, directors’ meetings and other meetings as scheduled.
  • Maintain understanding of current policies and procedures related to supporting staff and programs.
  • Prepare correspondence and other documentation as required by program and organizational guidelines.
  • Frequent travel to conferences, tribal sites, and meetings.
This is a full-time opportunity working Mon-Fri 40 - 45 hours per week and a work location in Lac Du Flambeau, WI. Frequent travel is required. This position has a salary range of $60,000 - $70,000 annually (based on education and experience) with benefits including Annual/Personal Leave, Holiday Pay, Health, Dental, Life, STD and LTD Insurance, FSA and 401(k) Retirement Plan.    
Qualifications: Any equivalent combination of experience and education that would provide the required knowledge, will be considered as meeting the qualifications. Required: Bachelor’s degree from accredited college or university with a major in arts or science degree with a focus on social work, sociology, human services or equivalent. Five to seven years’ work experience in a human services environment, preferably with seniors or people with disabilities or an acceptable combination of education and experience. Three to five years of supervisory experience. Preferred: Experience managing and directing a diverse group of human services programs and professionals. Experience in advocating for change in policy or programs related to better meeting the needs of older people and working knowledge of long-term care (LTC). Experience with a Native American Tribal organization and knowledge of tribal and federal roles and relations. Individual must possess: excellent verbal and written communication skills; professional demeanor and appearance; problem solving skills; ability to manage time effectively; self-motivation skills; work effectively under pressure; ability to build positive work relationships with internal and external customers; ability to interact professionally with a wide variety of people. Must be well organized and demonstrate initiative. Must be able to maintain confidentiality of sensitive information and interact in a positive manner with others to accomplish tasks. Must have knowledge of correct grammar, spelling, and punctuation and be able to follow routine instructions. Must be able to perform basic math functions (add, subtract, multiply, divide). Must possess valid driver’s license and/or reliable transportation with adequate insurance and ability to travel frequently.
