Human Resources Manager

This position is a direct-hire for our partner- Fort George Community Services. Fort George pro­vides qual­i­ty com­pre­hen­sive ear­ly child­hood ser­vices, includ­ing Ear­ly Head Start, to over 300 chil­dren, from birth to Pre-Kinder­garten, and their fam­i­lies. Fort George is currently seeking a passionate and dedicated individual to join the team as their Human Resources Manager.
Job Summary:
The Human Resources Manager is responsible for performing a wide variety of Human Resource operational activities. Specific duties include supporting the areas of recruitment, hiring and orientation, retention, learning and development, performance management, employee policy and procedure, records management, Human Resource Information Systems (HRIS), and legal compliance. The successful candidate will organize cross-organizational resources to develop and implement systems around communication, while serving as a member of the leadership team for the program, reporting directly to the Chief Operating Officer. The successful candidate will have a desire to use their skills to help create high-performing HR services focused on supporting a world-class program.
Essential Duties & Responsibilities:
    * Functions as a Business Partner, providing consultation on a broad spectrum of HR issues and opportunities.
    * Coordinates all Human Resource activities including, but not limited to employee relations, total rewards, training/development, reporting, and compliance.
    * Establishes effective partnerships with various teams to facilitate the provision of strategic HR services. This will require frequent travel to centers.
    * Facilitates pre-hire onboarding activities and new employee orientations, which includes coordinating, scheduling, and delivering HR-facilitated sessions.
    * Coordinates the resolution of specific policy-related and procedural problems and inquiries, and recommend operating policy and procedural improvements when identified.
    * Maintains Human Resource databases, computer software systems, and manual/electronic filing systems, which include keeping employee data updated and accurate as well as providing technical support as requested.
    * Drives assigned Human Resource projects to successful completion.
    * Lead the annual performance evaluation and goal setting processes. Train supervisors on the execution of this process and educate staff on the tool's utility.
    * Participate as a member of the leadership team which closely monitors and supports the growth of the organization. Partner closely with other Directors reporting to the Program leads to coordinate infrastructure efforts.
    * Performs specific research/investigation into operational issues, which may include preparing and analyzing information to effectively carry out the functions of the HR team, delegate, and company.
    * Participates in assigned meetings, events and training as required
Requirements:
    * Bachelor’s Degree in related field required
    * A minimum of three years (3) years of Human Resource experience required; Human Resources Generalist background preferred with some experience in the areas of recruiting, employment, compensation, benefits, organizational development, employee relations, and learning and development; prior experience working in Head Start or early childhood education or related field a plus.
    * PHR or SHRM-CP certification or higher preferred
    * Physical exam and background checks are required for this position
    * Travel required locally or long-distance up to 10% of the time for work-related meetings and functions
    * Must have a valid driver’s license and reliable transportation
    * Demonstrated knowledge of federal and state leave regulations including FMLA, ADAA, and HIPAA
